PE: 1. Closeout of Jackson County Landfill at Cullowhee
2. Approval of Newly Developed Landfill Area to be Used
by Western Carolina University
1. On Thursday, January 1, 1985, I met with Albert Foster (WCU),
Herb Vogel (WCU), and Mike Borrkshire (Butler Associates) concerning the
closure of the Old Cullowhee Landfill and the approval of a newly developed
landfill area to be used solely by Western Carolina University.
Concerning the closure of the old landfill area, my findings were that
the greater portion of the landfill area did not have adequate cover. The
soil depths over the landfill rnaged from 6" to 24". I recommended more
extensive borings by the county and ultimately at least 2' soil cover over
the entire landfill area. The edge of the dike (photo enclosed) revealed
a large amount of exposed brush. Since the face of the dike is almost
'-vertical in nature, cover would be impractical. Sediment basins have been
installed on both sides of the old landfill area (see photo). The basin
areas and slopes have been seeded and now have a good stand of grass.
2. A dike has been constructed around a portion of the new landfill
area (photo enclosed). There is a spring on the back side of the dike. I
reccomended some additional trenches of the area below the spring after
discussing the presence of the spring with Gordon Layton.
A large sediment basin has been constructed on the new area and the
area around this basin has been seeded and grass is in place.
The University's plan was to start placing garbage in the landfill on
January 10, 1985.
