The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. On -site October 13, 2021, to review facility records/certifications, observe the convenience center area, leachate
collection pond, facility environmental monitoring wells, facility mowing maintenance efforts, and inspect the White
Goods/Scrap Metal area, Treatment and Processing (T&P)/Wood Grinding area, Scrap Tire collection area, Household
Hazardous Waste (HHW) area, the active Construction and Demolition Landfill (CDLF) 6A, and the active Municipal
Solid Waste Landfill (MSWLF). Participants from the facility included Kristy Smith, Engineering Solid Waste
Manager, Buncombe County, and Kenneth Harding, Environmental Specialist, Buncombe County.

8. The Convenience Center area is comprised of containers which accept municipal solid waste (MSW), sharps,
cardboard, and recyclables. Cooking oil, engine oil, oil filters, antifreeze, and lead batteries are also separately collected
and kept under cover in this area. Stericycle removes sharps from the facility as necessary. Cardboard and other
recyclables are transported, as necessary, by facility personnel to Curbside Management, Inc. Blue Ridge Biofuels
collects used cooking oil as necessary. Engine oil, oil filters, and antifreeze are collected by Noble Oil Services, Inc., as
needed. Interstate Batteries removes lead batteries from the facility as necessary. Windblown debris was not observed in
this area. Continue to maintain the Convenience Center area as necessary.

9. The White Goods and Scrap Metal area appeared to be maintained at the facility. The facility currently contracts with
Biltmore Iron and Metal Co. (BIMCO) for white goods and scrap metal removal/processing. Per facility personnel,
white goods and scrap metal were most recently removed from the facility for processing by BIMCO in June 2021.
10. The T&P/Wood Grinding area appeared to be maintained. Wood grinding in the T&P area is currently performed by
facility personnel, on a semi-annual basis, or as -needed. As observed during this inspection, additional signage has been
added in this area. As discussed on -site, facility personnel continue to monitor for unpermitted waste in this area and
ensure that unpermitted waste is hauled to the proper disposal area. Continue to maintain the T&P/Wood Grinding area
as needed.
11. The Scrap Tire area contained three semi -trailers which stored all tires under cover. This area appeared to be
maintained. The facility currently contracts with US Tire Recycling LP for tire removal/processing. Scrap tire disposal
records were reviewed from 1/2/20 to 10/13/21. No issues were noted, and it appeared all observed NC Scrap Tire
Certification forms contained original signatures.
12. Maintenance mowing and weed eating efforts for established ground cover at the facility were observed during this
inspection. As the facility encompasses a large area, ground cover maintenance for different areas of the facility occurs
on a year-round basis. As discussed on -site, continue to conduct ground cover maintenance efforts at the facility as
necessary.
Household Hazardous Waste (HHW) Area:
13. The HHW area appeared to be well operated and maintained. HHW were properly stored in a labeled, segregated
manner and included: electronic waste palletized and wrapped awaiting pickup; containerized fluorescent bulbs; and
paints segregated into oil -based and water -based paint areas (water -based paint is used in mixture for Posi-Shell ACM
per Operation Plan). The facility currently contracts with Powerhouse Recycling Inc. for monthly electronics removal.
The facility currently contracts with Cleanlites Recycling for fluorescent bulb removal, as needed. The facility currently
contracts with Mountain Environmental Services, Inc., for mercury removal, as needed. The facility currently contracts
with 3RC for removal/disposal of materials such as oil -based paints, aerosol cans, flammables, corrosives, and acids, as
needed. Pesticides received at the HHW area are collected from the facility by the NC Department of Agriculture and
Consumer Services Pesticide Disposal Assistance Program, as needed. All records reviewed concerning this area
appeared to be maintained.
14. MSWLF facility and CDLF facility waste tonnage records were reviewed from July 2020 through September 2021.
The waste tonnage records appeared to be maintained and no issues were observed.
15. Per facility records, the facility's scales were most recently maintained on 6/10/21 by Braswell Scale and Equipment
Company.
16. Waste screening records for the MSWLF facility were reviewed from 1/4/21 through 10/l/21. Waste screening
records for the CDLF facility were reviewed from 1/4/21 through 10/8/21. As observed and discussed on -site, the
facility's waste screening program begins at the Scale House and continues to the working face of each respective unit,
where operators monitor for unpermitted waste. As required, continue all waste screening efforts at the MSWLF and
CDLF facilities and maintain waste screening forms for each facility.
17. During this inspection, CDLF facility asbestos disposal records were reviewed from 1/4/21 to 10/9/21. These
records appeared to be maintained and no issues were observed. Continue to maintain asbestos disposal records for the
CDLF facility.
18. Alternative Cover Material (ACM) records for Posi-Shell application were reviewed from 1/4/21 to 10/12/21. ACM
records appeared to be maintained and included Posi-Shell application location(s), weather conditions, on -site
personnel, and amount used. As required, continue to maintain records for all ACM used at the facility.

19. Facility Leachate Management records appeared to be maintained. Weekly leachate generation and inspection
records of leachate pump station's operations and alarms were reviewed from January 2020 through September 2021.
The facility monitors condensate in header systems and pumps out excess to the leachate collection pond as necessary.
As discussed on -site, the annual inspection/maintenance of the facility leachate collection pond occurred on July 30,
2021. Continue all leachate management, monitoring, and maintenance at the facility as required.
20. The most recent semi-annual groundwater, surface water, and leachate sampling monitoring reports for the facility
dated August 4, 2021 (for Spring 2021 sampling event) and April 2, 2021 (for Fall 2020 sampling event) were available
for review. As required, continue to monitor all groundwater, surface water, and leachate sampling locations at the
facility and submit reports to Section Hydrogeologist Jaclynne Drummond.
21. Methane data is currently collected at nine facility structures and seven on -site environmental monitoring wells.
Landfill Gas (LFG) quarterly monitoring records for the MSWLF and CDLF facilities were reviewed for 2020 through
the 3rd quarter of 2021 (9/18/21). LFG records appeared to be maintained, and no exceedances were noted. As required,
continue to monitor the facilities for LFG on a quarterly basis.
Active MSWLF:
22. The working face of MSWLF (Cell 6) was inspected and appeared to be well managed. During this inspection no
unpermitted waste was observed at the MSWLF facility and waste screening efforts at the MSWLF working face
appeared sufficient. Continue to ensure any unpermitted waste delivered to this unit is removed and disposed of
properly. The previous day's application of ACM appeared complete with no noticeable areas of non -coverage of waste.
As discussed, continue to maintain the application of daily cover for the MSWLF facility per the Operations Plan.
23. Current sliver/wedge fill operations were observed in Cell 5. During this inspection, recently applied cover was
observed on the slopes of this cell (photo #1). As discussed on -site, continue to conduct and maintain sliver/wedge fill
operations at the facility per the approved plan.

24. The slopes of the MSWLF facility appeared to be maintained. Hydro -seeding maintenance efforts on the northern,
western, and southern slopes of the MSWLF facility were observed during this inspection. As discussed on -site,
continue to maintain ground cover for the MSWLF facility as necessary.
25. Windblown litter appeared to be well managed for the MSWLF facility. As needed, continue to ensure any
windblown litter is collected and properly disposed of at the end of each working day.

26. As discussed during this inspection, continue routine maintenance of all sediment basins associated with the
MSWLF facility. As observed on -site, Sediment Basin #7 had recently been maintained. Continue to maintain all other
erosion control measures at this unit, such as ditch lines, rip -rap channels, diversion berms, inlet/outlet stabilization
structures, vegetative ground cover, etc., as necessary.
27. Groundwater Monitoring Wells MW-1/1D serve as background wells for the facility. Groundwater Monitoring
Wells MW-2/2D, MW-3R, MW-4/4D, MW-5/5D, MW-6, MW-7, MW-8/8D, MW-10/I013, MW-11/1ID, and MW-
13/13D function to monitor the MSWLF facility (Cells 1-6). During this inspection, Groundwater Monitoring Wells
MW-5/5D, MW-6 and MW-7 were observed, as well as the area of Surface Water sampling locations SW-2 and SW-3.
Continue to maintain access to all environmental monitoring locations for the MSWLF facility.
28. Methane Monitoring Wells M-1 through M-4 monitor for LFG for the MSWLF facility. During this inspection, LFG
monitoring wells M-2 and M-3 were observed on -site. Continue to maintain access to all environmental monitoring
locations for the MSWLF facility.
29. EOW markers appeared to be maintained at this facility. Continue to maintain EOW markers at this facility as
necessary.
Active CDLF:
30. During this inspection, the working face disposal area appeared to be appropriately sized and well managed. No
unpermitted waste was observed. As discussed on -site, the application of weekly cover appeared sufficient.
31. Continue waste screening efforts at the CDLF working face. If necessary, segregate from the working face any
unpermitted waste delivered to this facility and properly dispose of the waste.
32. The slopes of the CDLF facility appeared to be well maintained. Hydro -seeding maintenance efforts of the CDLF
facility slopes were observed on -site. As discussed during this inspection, continue to maintain ground cover for this
facility as necessary.
33. Windblown litter appeared to be well managed for the CDLF facility. As needed, continue to ensure any windblown
litter is collected and properly disposed of at the end of each working day.

35. As noted above, Groundwater Monitoring Wells MW-1/1D serve as background wells for the facility. Groundwater
Monitoring Wells MW-12/12D, MW-14/14D, MW-15/15D, and MW-17R/I7DR currently function to monitor the
CDLF facility. During this inspection, Groundwater Monitoring Wells MW-15/15D were observed, as well as the area
of Surface Water sampling location SW-8. Continue to maintain access to all environmental monitoring locations for
the CDLF facility.
36. Methane Monitoring Wells M-10, M-11, and M-12R monitor for LFG for the CDLF facility. During this inspection,
LFG monitoring well M-10 was observed. Continue to maintain access to all environmental monitoring locations for the
CDLF facility.
37. EOW markers appeared to be maintained at this facility. Continue to maintain EOW markers at this facility as
necessary.
