PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. This facility has a Life of Site Permit that was issued April 10, 2017. Facility is required to submit an annual facility report on or before August 1 annually. 2. This facility is permitted to receive Municipal Solid Waste as defined in NCGS 130A — 290 (a)(18a). 3. Paperwork was not reviewed during this inspection. 4. This facility is secured by fences with locking gates. 5. Signs are posted on the fence before the scales with all required information. 6. The interior roadways are made of all-weather construction and well maintained. 7. The tipping floor is kept clean. 8. The leachate drains are kept clean and functioning properly. 9. Some building maintenance is needed. The bottom of the metal siding has eroding along the transfer trailer loading bay. The metal siding was also damaged at the top of the transfer trailer bay. The stairs to the recycling building had been pulled away from the building by a door of one of the trailers. The stairs were being held up by a heavy chain, which requires the access door to remain open. During the inspection, it was recommended that caution tape or something similar be used in front of the open door so that no one attempts to use the stairs. Mr. Privott stated that he had requested a quote to repair the stairs. The damage identified in transfer station building assessment would be repaired once funding was available. 10. Waste was observed within the transfer trailer bay. Mr. Privott stated that the waste is removed between trailers and at the end of the day. Endure that the waste is removed from the transfer trailer bay at the end of each day and as needed throughout the day. 11. Windblown waste was observed around the transfer trailer bay and near the trailer staging area. Any windblown waste needs to be picked up around the facility and cleaned out of the transfer trailer loading bay daily. 12. Digital photographs were taken during the inspection.
