PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The site is permitted as a large Type 1 compost facility for the production of compost from leaves and yard waste. The facility also accepts clean wood waste, including unpainted and untreated wood and wood pallets, and land clearing debris. 2. The facility is limited to a total capacity of 45,000 tons of materials received per year for both compost and wood waste processing. A permit modification is required if an increase in capacity is desired. 3. Wallace Farms is contracted to manage and operate the site. Wood waste is ground onsite and transported to the Wallace Farms facility in Davie County (permit # 3004) for composting and further processing. 4. Some composting also takes place at the facility so that finished compost can be made available to the public annually during the spring. 5. The current Permit to Operate and approved Operations Plan are kept on file at the scale house and are available for review upon request. 6. A review of the facility annual report for FY 2020-21 indicated that the facility received 1,538.74 tons of yard waste, 7,237.32 tons of clean wood waste, and 120.40 tons of wood pallets — or a total of 10,431.54 tons of wood waste — during this time frame. Mr. Rickett provided tonnage records of waste received at the facility during the current fiscal year via email following the inspection. The current year tonnage received was recorded as 872.90 tons during July 2021, and 390.45 tons during August 2021. Figures for September 2021 had not yet been compiled for the facility operating record. 7. Temperature logs were provided via email following the inspection. Compost windrows had been created as sufficient quantities of leaf and yard waste were received at the facility; temperature logs were established based on the time each windrow achieved the minimum required temperature of 1317. Temperature readings for all of the compost windrows were logged between December 2020 and February 2021, ensuring that temperatures remained above 131 °F for at least three consecutive days and, as such, were in compliance with the pathogen reduction requirements established in 15A NCAC 13B 1406(11). 8. Compost thermometers used at the site are calibrated annually. Thermometer calibration data is maintained by Wallace Farms at their facility in Davie County. 9. Please note that 15A NCAC 13B .1406(19), which became effective November 1, 2019, requires operations permitted as Large Type 1 Compost Facilities to meet certain training requirements on or before November 1, 2022. The rule states, in part, that "No less than one trained operator, supervisor, or manager meeting the requirements ....... shall be onsite during the facility's operating hours or available at a phone number provided in the facility permit. " Training records will be reviewed at facility inspections that take place after November 1, 2022. Facility Inspection: 10. Wallace Farms provides a site supervisor who serves as the facility's operations manager and is on duty during operating hours. A City/County Utilities staff member is also present during operating hours and serves as the scale house operator. 11. The site was wet from recent rains, but the facility was found to be clean and well -maintained. Grinding operations were not taking place during the inspection. 12. Internal roadways are of all-weather construction and well maintained. The entire site is graded so that all surface water is directed toward the eastern side of the facility. 13. The northern portion of the site is paved with asphalt and contains the scale house and wood waste collection and processing area. A large swale between the wood waste operations area and the scale house conveys storm water to a grated drain at the southern end of the swale. Any surface water that flows across the pavement south of the swale is directed to a second storm drain located on the east side of the paved area. Both drains were free of debris and appeared to be functioning properly. 14. The southern, unpaved portion of the site is used for composting and is constructed of well -packed gravel that is graded to properly direct storm water to a series of outlets on the eastern side of the site from which it sheet flows down the vegetated slope east of the access roadway. The outlets appeared to be in good condition. Page 2 of 3 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section 15. No ponding water was observed in the composting or wood waste operations areas, and no erosion was noted at the facility. 16. The facility is protected by a chain link fence that surrounds the property and is secured by a locking gate that serves as both the entrance and exit to the facility. 17. Proper signage was observed beside the gate at the entrance to the facility. 18. All required buffers appeared to have been adhered to throughout the site. 19. A roll -off container was staged at the southern end of the paved wood waste operations area for the collection of any trash and unacceptable materials found in incoming loads. Waste generated at the site is taken to the Hanes Mill Road Landfill (permit # 3402) for proper disposal. A few pieces of cardboard were noted on the ground behind the roll -off container. Please ensure that all unacceptable wastes are collected and placed inside this container prior to the end of every workday. 20. Incoming loads proceed across the scales where the scale house operator provides a cursory screening of the load prior to directing the driver to the tipping area. Facility operating staff further assess the material, assist with unloading, and remove any trash or unpermitted waste before pushing the load into the appropriate stockpile. Mr. Rickett pointed out a series of small speed bumps that had been installed on the ramp to the scales in order to slow down incoming traffic. 21. Large stockpiles of clean wood pallets, unprocessed wood waste and large logs were observed on the concrete pad of the operations area. All stockpiles were of a manageable size and well -maintained. 22. A small stockpile of yard was located near the south end of the composting area. Mr. Rickett stated that this waste represents the start of the fall residential curbside collection program, and that this material would be stored here through the fall and composted over the winter. In addition, a small amount of the previous season's compost was stored next to the loading ramp. Several nursery pots and pieces of miscellaneous plastic were noted in the composting area, and Mr. Rickett stated that these unpermitted materials would be removed prior to the end of the workday. Please ensure that all unacceptable wastes are collected and placed inside this container prior to the end of every workday.
