The Life of Site permit shall expire on December 17, 2074*. *The Life of Site, subject to conditions of this permit and NC General Statute 130A-294. Refer to Attachment 2, Permit Condition 1. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: A. 15A NCAC 13B .0203(d). Resolved. Waste screenings are being conducted as outlined in the approved Operations Manual. B. 15A NCAC 13B .0203(d). Resolved. No waste was observed outside of the transfer station building. C. 15A NCAC 13B .0203(d), Permit Number 90-14 General Condition Number 6 and Operating Condition Number 20(e)(ii). Corrective Action in Progress. Some improvement has been made in collecting windblown litter. Additional concrete has been added to the area outside of the transfer facility tipping floor. However, windblown litter was still observed on the ground outside of the trailer loading bay. To achieve compliance, the facility must immediately collect all waste deposited on the ground daily. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 4 OBSERVED VIOLATIONS: No new violations. ADDITIONAL COMMENTS 1. The facility is a permitted solid waste transfer facility. 2. The facility is permitted to receive solid waste generated within Union, Mecklenburg, Cabarrus, Anson and Stanly Counties in North Carolina and Lancaster, Chesterfield and York Counties in South Carolina. 3. All waste received must be transported for disposal to the BFI-Charlotte Motor Speedway Landfill V (Permit No. 1304-MSWLF-1992) or the Chambers Development Landfill (Permit No. 0403-MSWLF-2010). 4. Proper signage was observed at the entrance of the facility. 5. Access to the site is secured by a gate and fencing surrounding the facility. Operations Inspection of the Transfer Facility: 6. Observed operations of the transfer facility. 7. No unacceptable waste streams were observed. 8. The floor of the building is sloped to allow leachate from the tipping floor to drain into the trailer loading bay thru scupper holes in the lift-over wall. Sumps located in the trailer loading bay collect the leachate which is gravity fed to an oil water separator. The leachate discharges directly into the City of Monroe sewer system. 9. The facility receives commingled recyclable materials from GBUSA/Waste Connection routes only. The recyclables are off-loaded on the left side of the transfer station building tipping floor. Throughout the day, recyclables are loaded into transfer trailers and hauled to a recycling center in Greensboro, NC. 10. The interior of the transfer facility needs to be washed immediately. According to the approved operations plan, the tipping floor and loading tunnel floor will be washed with the wash down hose weekly. Facility staff did not state when the last cleaning occurred. Please note, that as of January 1, 2021, 15A NCAC 13B .0405(11) requires the tipping floor, push walls and truck loading bay be cleaned with a pressure washer not less than once per month. The remaining areas of the site building including side walls and material storage areas outside of the building be cleaned with a pressure washer not less than twice per year. Cleaning and maintenance records shall be kept on site and available for review. 11. Corrective actions are required as a result of this inspection. A follow-up inspection will be conducted to verify compliance with the above stated rules. Records Review: 12. Reviewed the permit, training records, random load inspection records and oil/water separator cleanout records. 13. Please note that as of January 1, 2021, 15A NCAC 13B .0405(8)(A) requires that site personnel screen incoming loads weekly at a rate of no less than 5% of the average daily waste tonnage reported in the site’s annual report for the previous year. 14. Certified Transfer Station Operations Specialist Certifications: • Pat Austin (expires November 22, 2022) • Lenny Bessone (expires June 22, 2023) The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
