The facility is also approved for continued operation of MSW Landfill Phases 1 – 4. PURPOSE OF SITE VISIT: Partial Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1. This was a partial inspection to observe the operations of the facility. 2. The facility has a service area of Wilkes County only. 3. The facility operates a convenience area for the collection of mixed paper, plastic and glass bottles, cardboard, steel and aluminum cans, batteries, used oil filters, and antifreeze. Roll-off containers are also provided for disposal of municipal solid waste to prevent the general public from having to enter the active landfill area. 4. Electronics are collected on a concrete pad adjacent to the convenience area and then placed on pallets , shrink wrapped, and placed into a covered trailer. 5. The facility had proper signage. 6. A gate was located at the entrance to the facility to prevent unauthorized access when the facility is closed to the public. Operations Inspection of the MSWLF Unit: 7. Waste was being placed in Phase 5 at the time of inspection. Facility staff were placing a 10-foot fluff layer within the new cell. 8. The working face was of manageable size at the time of inspection. 9. No unacceptable waste streams were observed. 10. Good soil cover was observed on inactive portions of the landfill. 11. The use of fabric tarps as an alternative cover is approved for this facility. During the inspection, two tarps were observed stored adjacent to the active working face. x Inspection found one tarp was damaged and had two holes torn into the fabric. Facility staff immediately replaced the damaged tarp with a new one to ensure waste is properly covered when the tarp is in use. 12. Windblown was well controlled. Since the previous inspection, a new perimeter fence had been installed around Phase 5 to prevent windblown litter from depositing beyond the limits of the landfill area. 13. During the inspection, Phase 4 was also observed. x Phase 4 is currently used for disposal of waste that cannot be used within the initial fluff layer of Phase 5. x All areas within Phase 4 were covered with soil at the time of inspection. x No windblown waste was observed. 14. Edge of liner markers were in place at the time of inspection. 15. All access roads were of all-weather construction and well maintained. Operations Inspection of the Treatment and Processing Area: 16. Land clearing waste and wooden pallets were being placed into separate stockpiles separated by earthen berms. 17. Pallets are crushed by facility equipment and used for traction in the landfill during wet conditions. 18. Grinding of land clearing debris is contracted to a third party. Ground material is used within the facility and is not distributed to the public. 19. Although the facility is permitted to operate a Type 1 compost unit, no compost activities currently take place on site. Yard trash is not accepted at the facility. 20. No ponding was observed. 21. No objectionable odors were observed. 22. Please ensure that adequate access is provided around the perimeter of stockpiles to allow for access by firefighting equipment. Operations Inspection of the White Goods Area: 23. All white goods containing CFCs are stored adjacent to the metal area prior to removal of CFCs. Appliances are placed into the trailer designated for metals once CFCs have been removed by facility staff. 24. This area was well managed. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 Operations Inspection of the Tire Collection Area: 25. Tires were being collected into one of three covered trailers located southwest of the public convenience area. 26. All tires were maintained to the designated trailers at the time of inspection. 27. This area was well managed. Supporting comments: 28. Since the previous inspection, multiple improvement projects had been completed or were in the process of being installed. x Concrete safety walls had been installed in front of all roll-off containers at the public convenience area. x Many access areas within the facility had been paved with asphalt. x A concrete pad had been installed adjacent to the tire collection area. A metal building will be installed in this area in the near future which will be designated for handling of electronics. x Construction of an out-bound scale was taking place at the time of inspection. 29.
