FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1. Section staff met with David Lambert and SME’s Sam Watts to conduct an inspection of CDLF new cell. While onsite the Closed MSWLF was inspected from access road and visible from new cell. 2. Facility roads were in good condition. However, dust was an issue and should be addressed. Rocking of the access roads will assist a small amount but water truck or other means of dust prevention should be determined. In an email update on 9/10/2021, Mr. Lambert informed Mr. Powell that gravel was being delivered the same day for the road to maintain the road and assist dust control. Mr. Lambert has also contacted the Town of Aberdeen and they are working something out to get bulk water from them for a water truck. They also have a vehicle that they can use (usually for de-icing roads in town) but they may can borrow and use until another plan is in place. Mr. Lambert also spoke to the Co-Chairman of the Moore County Fire Commission (Fire Chiefs from Southern Pines and Whispering Pines) and invited them to do training exercises at the landfill. Good job, please follow through. 3. Inspector road along around perimeter of Closed MSW along main access road. Operations plan, annual reports certifications, vendor contracts, previous inspection reports, waste screenings, daily checklist and load checks for facilities onsite were also reviewed. 4. Soil is being staged and stockpiled in low areas. Some areas are already being fixed and some bigger ones are being staged for the larger under takings of addressing years of settling. Good job. The yard waste mulch can be used to establish vegetation and erosion control in bare areas on the Closed MSW, but cannot be over applied or used to fill in low areas. 6. Recommend that the perimeter of the facility outside the EOW is inspected for seeps or releases more than usual. This is a part of the weekly checklist Mr. Lambert created for onsite staff in recent months. These issues may be increased due to the wet year we have had and due to the repairs/improvements being made to the cap. Be sure to not be counterproductive with big equipment with wet soil conditions on top the closed MSW. Do not damage the cap. Please contact me if you have any questions or concerns regarding this inspection report. _______________________________________ Phone: 910-433-3350 _ David Powell Environmental Senior Specialist Regional Representative Sent on: 9/10/2021 X Email Hand delivery US Mail Certified No. [ _] Copies: Drew Hammonds, Eastern District Supervisor - Solid Waste Section Ming Chao, Environmental Engineer - Solid Waste Section
