(Golder) is submitting the enclosed Water Quality Monitoring Report, which documents the results of the April 28 - 29, and May 7, 2021, semi-annual compliance monitoring event for the Phase I facility at the White Street Landfill. Barium was detected at a quantifiable concentration above the groundwater standard during the April 2021 event from downgradient well 1-4 as it has been historically. During this event, two North Carolina (NC) Appendix I volatile organic constituents (VOCs), benzene and 1,4-dichlorobenzene, were detected at quantifiable concentrations above their respective NC 2L Standards in the sample from downgradient well 1-1 as they have been historically. The constituent 1,4-dioxane was detected at downgradient wells 1-1, 1-2, 1-3, and 1-4 at quantifiable concentrations above the NC 2L Standard as it has been previously; however, this parameter is not required by regulation or permit. In general, detected constituents and concentrations are consistent with historical data. No NC Appendix I constituents were reported in surface water samples above applicable surface water standards during the April or May 2021 events. Based on these results, the City of Greensboro will continue groundwater monitoring in accordance with the requirements outlined in NCSWMR 0.600 Rules. The next semi-annual monitoring event is tentatively scheduled for October 2021. The closed municipal solid waste (MSW) landfill is voluntarily monitored in accordance with Title 15A of the North Carolina Administrative Code (NCAC) Subchapter 13B. Section 0.600. The facility is located in central Guilford County and is comprised of a closed, unlined MSW facility (Phase 1), an active unlined construction and demolition debris (C&D) over MSW facility (Phase 11), an active Subtitle D MSW facility (Phase III), and an active Type I compost facility. The facility is owned and operated by the City of Greensboro under Permit Nos. 41-03 and 41-12 issued by the NC Department of Environmental Quality (DEQ, formerly NC Department of Environment and Natural Resources). The northeastern portion of the landfill property is comprised of the Phase I and Phase 11 landfills, which are covered under Permit No. 41-03. The southwestern portion of the facility is comprised of the Phase 111, which is covered under permit No. 41-12. The water quality monitoring results for the Phase II and Phase III facilities are submitted under separate cover. 1.1 Site Description and Background The location of the facility is shown on the inlay on Figure 1. The White Street Landfill is located approximately 5 miles northeast of downtown Greensboro, NC in Guilford County. Part of the James River watershed, North Buffalo Creek flows from southwest to northeast along the northwestern border of the facility and then flows eastward, away from the facility near the northeastern end of the facility. The location of this surface water feature and its associated tributaries are shown on the inlay on Figure 1. As shown on Figure 1, topographic surface elevations at the facility range from approximately 700 feet above mean sea level (AMSL) to nearly 850 feet AMSL. The site is surrounded by wooded and agricultural properties to the northwest, residential properties to the south and southwest, and residential and wooded properties to the east. 1.2 Compliance Monitoring History Groundwater monitoring at the facility was initiated in 1994. The facility's approved monitoring network for the Phase I landfill is currently comprised of five groundwater monitoring wells, which monitor the uppermost aquifer beneath the facility. Monitoring well MW-13 is an upgradient background well for both the Phase I and the Phase II landfills. Monitoring wells 1-1, 1-2, 1-3, and 1-4 are downgradient compliance wells for the Phase I landfill. The monitoring well locations are shown on Figure 1. Phase I groundwater samples are analyzed for NC Appendix I volatile organic constituents (VOCs) and the eight Resource Conservation and Recovery Act (RCRA) metals semi-annually. The facility's monitoring network also includes five surface water monitoring points, which are shared with the Phase II landfill. Surface water monitoring points SW-1, SW-2, and SW-3 are upstream monitoring locations and SW-4 and SW-5 are downstream monitoring locations. Surface water point SW-1 is located along North Buffalo Creek, west of the facility, along Summit Avenue. Surface water point SW-2 is located west of the facility and collected from a tributary to North Buffalo Creek that flows from south to north. Surface water point SW-3 is located west of the facility, downstream of SW-1 and upstream of the confluence of North Buffalo Creek and the tributary from which SW-2 is sampled. Surface water point SW-4 is located downstream of the facility along North Buffalo Creek. Surface water point SW-5 is located within the facility's property, at the northern end of the Phase II landfill off Rankin Mill Road. The locations of the surface water points are shown on Figure 2. Surface water samples are analyzed for NC Appendix I list of constituents semi-annually. 1.3 Hydrogeologic Setting The White Street Landfill is located within the Carolina Slate Belt of the Piedmont Physiographic Province of NC (NCGS, 1985). Generally, the Carolina Slate Belt consists of Late Proterozoic to Cambrian volcanic and greenschist-facies, metasedimentary rocks intruded by plutonic suites (Butler and Secor, 1991). The site geology is characterized by a regional -scale felsic intrusive complex, which consists mainly of white to gray, fine- to coarse -grained, massive to foliated metamorphosed granitic rock and is also characterized by regional and small-scale Mesozoic diabase dikes. The uppermost groundwater beneath the facility is present in a shallow, unconfined aquifer comprised of saprolite and partially weathered rock (PWR). Groundwater occurs in undeveloped areas at depths of approximately 1 to 20 feet below ground surface. Depth to water measurements, obtained on April 27, 2021, are summarized in Table 1 and were used to prepare a groundwater surface contour map presented on Figure 1. As presented, the groundwater flow in the uppermost aquifer beneath the site is generally to the northwest toward North Buffalo Creek, which is located along the northwestern property boundary of the site. The groundwater surface contour map and interpreted flow directions are generally consistent with previously submitted groundwater contour maps and flow directions for this facility Based on the April 2021 groundwater surface contour map, the hydraulic gradient in the shallow aquifer underlying the site, as measured along the conceptual flow paths shown on the contour map, was calculated to average 0.02 feet/foot. Groundwater velocities were calculated using a hydraulic conductivity of 2.61 X 10-4 centimeters per second (cm/s), which is the average of the hydraulic conductivities calculated for the hydrogeologic units present at the facility's Phase II and Phase III landfills. This average is based on slug test data by BPA Environmental & Engineering Inc. (Phase II) and G.N. Richardson & Associates (Phase III). Although no data is available for the Phase I landfill, it is assumed that the whole facility either share hydrogeologic units or have similar characteristics (S&ME, 2017). The estimated effective porosity of the shallow aquifer is expected to range from 0.20 (saprolite) to 0.09 (fractured rock). The effective porosity of saprolite was used in calculations to provide a conservative estimate of groundwater flow. Using the above values, the estimated rate of groundwater flow for the uppermost aquifer beneath the facility was calculated using the following modified Darcy equation: Vgw = KI/ne where Vgw = average linear velocity (feet/year), K = hydraulic conductivity (feet/year), i = horizontal hydraulic gradient, and ne = effective porosity. The average estimated linear groundwater flow velocity under the waste management unit is approximately 231 feet/year toward the northwest, which is generally consistent with previous estimates (Table 2). The linear velocity equation above makes the simplified assumptions of a homogeneous and isotropic aquifer. Therefore, this equation represents a likely average value for the uppermost aquifer and does not account for heterogeneous and/or anisotropic conditions that may be present in the uppermost aquifer at the facility. GOLDER August 30, 2021 19131339.103 2.0 FIELD PROGRAM, MONITORING RESULTS, AND DISCUSSION Field activities conducted as part of the April and May 2021 sampling events are discussed in the following sections. 2.1 Visual Inspection Program To detect a potential release at the earliest possible time, the visual inspection program is used at the Phase I landfill by the sampling personnel. This program includes physical indicators such as potential water table mounding beneath the waste management unit, physical examination of any stresses in biological communities, visible signs of leachate migration (i.e., leachate seeps), unexplained changes in soil characteristics, and any other change to the environment due to the waste management unit. During the April and May 2021 compliance monitoring event, no physical indicators of a potential release were observed in the vicinity of the waste management areas by the sampling personnel. 2.2 Well Network and Groundwater Elevation Measurements The current network of groundwater monitoring wells at the Phase I landfill consists of one upgradient well (MW-13) and four downgradient wells (1-1, 1-2, 1-3, and 1-4). Available monitoring well construction information for the Phase I monitoring wells is summarized on Table 3, and the well locations are shown on Figure 1. The well locations were selected to yield groundwater samples representative of the conditions in the uppermost aquifer underlying the facility, and to monitor for potential releases from the landfill unit. Three upstream surface water monitoring points (SW-1, SW-2, and SW-3) and two downstream surface water monitoring points (SW-4 and SW-5) are also monitored. Depth -to -water measurements are recorded to the nearest 0.01 foot prior to initiating groundwater purging and sampling activities. The respective groundwater level elevations for this event are presented in Table 1. The historical water level data are also shown on this table. As presented, recent groundwater elevation data for the monitoring well network indicate that the hydraulic head level in the uppermost aquifer beneath the facility is fairly consistent, with temporal variation from the long-term average limited to approximately 5 - 20 feet (plus or minus) under normal conditions. 2.3 April and May 2021 Monitoring Events Personnel from Golder visited the facility from April 28 - 29, and May 7, 2021, to purge and sample monitoring wells and to sample surface water monitoring points. Surface water monitoring point SW-3 was sampled on May 7, 2021, as access to the location could not be obtained during the April 28 - 29, 2021 event. Monitoring wells were purged and sampled using the dedicated pumps at the facility following low -flow micropurge procedures. Measurements of temperature, pH, specific conductivity, turbidity, dissolved oxygen, and oxidation reduction potential were recorded on approximately 5-minute intervals, depending on the purge rate. In general, the purge rate for each well was matched to the yield of the monitoring well, as determined by continuously monitoring the depth to the water, up to a maximum purge rate of approximately 300 milliliters per minute. Purging was continued until stabilization was indicated by the water quality parameters. Prior to sampling, the laboratory -supplied sample containers were prepared. Each sample container was labeled with the sample identification number, sampling personnel, date and time of sample collection, project name and number, and requested chemical analyses. GOLDER August 30, 2021 19131339.103 The required groundwater samples were collected directly from the dedicated bladder pump's discharge lines in the labeled, laboratory -supplied, pre -preserved sample containers after purging was completed based on stabilization of all water quality parameters. After collection, the samples were placed in a cooler on ice, under chain -of -custody control. Copies of the sampling logs are presented in Appendix A. Included in each log is a description of the sampling equipment, sampling method and location, field observations, and water quality measurements. The surface water samples were collected directly from the stream, by lowering the sample containers into the stream flow with the opening facing away from the current flow, taking care to prevent the overflow of the sample containers and to minimize sample -induced turbidity. Measurements of temperature, pH, specific conductivity, turbidity, dissolved oxygen, and oxygen reduction potential were measured directly from the stream and recorded during the collection of the surface water samples. After collection, the surface water samples were placed in a cooler on ice, under chain -of -custody control. Copies of the sampling logs are presented in Appendix A. Included in each log is a description of the sampling equipment, sampling location, sampling method, field observations, and water quality measurements. 2.4 Laboratory Analysis Program The April and May 2021 groundwater and surface water samples were submitted to Environmental Conservation Laboratories, Inc. (ENCO) of Cary, NC under chain -of -custody control for analysis. Groundwater samples were analyzed for NC Appendix I VOCs, RCRA metals, and 1,4-dioxane. The Phase I and Phase II landfills share background monitoring well MW-13 and therefore, MW-13 was analyzed for Appendix I inorganic and VOCs plus mercury and 1,4-dioxane. Surface water samples were analyzed for NC Appendix I constituents and 1,4-dioxane. The samples were received at the laboratory in good condition and were properly preserved. 3.0 LABORATORY AND FIELD QA/QC A duplicate sample was collected at Phase II well II-6 by Golder personnel as part of the April 2020 sampling event and is shared with the Phase I landfill for laboratory QA/QC. ENCO analyzed the duplicate sample for the NC Appendix I list of constituents. A laboratory -prepared trip blank accompanied the volatile sample containers to and from the laboratory. ENCO analyzed the trip blank for NC Appendix I VOCs. Reviews of the laboratory data were performed by Golder personnel and are included in Appendix B. The same constituents were detected in the duplicate sample and the sample from II-6 with the exception of cobalt at an estimated concentration in the sample from II-6. Further, the concentrations from the duplicate sample and the sample from II-6 were generally similar. The results do not identify any irregularities related to laboratory analyses. There were no detections of RCRA metals or NC Appendix I constituents in the laboratory method blanks and therefore no data qualification was required. 4.0 DATA EVALUATION The results of the data evaluations are presented in the following sections. 4.1 North Carolina Groundwater and Surface Water Quality Standard Comparisons As presented in Table 4, barium was detected above the practical quantitation limit (PQL) and the groundwater standard at monitoring well 1-4 during the April 2021 event as previously reported. Benzene and 1,4-dichlorobenzene were detected at concentrations above their respective PQLs and NC 2L Standards in the GOLDER c August 30, 2021 19131339.103 sample from downgradient monitoring well 1-1 as they have been previously. No other NC Appendix I VOCs or RCRA metals were detected at concentrations above the applicable groundwater standards. The constituent 1,4-dioxane was detected at concentrations above the PQL and NC 2L Standard at downgradient wells 1-1, 1-2, 1-3, and 1-4 as it has been previously; however, this parameter is not required by regulation or permit. As shown in Table 6, no NC Appendix I constituents were reported above their respective PQLs and applicable surface water standards during the April or May 2021 events. 5.0 CONCLUSIONS Based on the results summarized herein, the City of Greensboro will continue monitoring the uppermost aquifer beneath this facility in accordance with the requirements outlined in NCSWMR 0.600.
