Expires September 13, 2054. PURPOSE OF SITE VISIT: Partial Follow Up Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. David Powell with the Section followed up on corrective actions at Hoke County. Met with April King, representing Hoke County as Interim Director. Ms. King assisted Section staff during inspection. 2. There was no windblown litter visible from the road coming into facility or trailer storage area. Good job. 3. There was a small area along loading bay that had previously allowed for the ponding of leachate, and once it reached a certain level, it would runoff down gradient into grass. This was evident by wet staining of soil onsite. It was recommended, “All leachate should be collected in the leachate management system. Stained soil should be excavated and disposed of properly.” Ms. King excavated the stained soil and is taking bids for having concrete forming done to fix this issue permanently. Ms. King provided photos of the soil being excavated. Be mindful of the concrete forms placement so that the construction doesn’t catch a lot of unnecessary rainwater. This will add extra costs and maintenance for station staff. Also with this bid, will be some concrete to build up the area for trailers to park rear axles on to assist with leak stoppage while they sit waiting to be hauled to landfill. Plan is to start in next couple weeks. Good job. Be sure and check new trailers for holes as well in future. 4. Ms. King is considering to update the stations software for managing the waste streams. She indicated that this may be done instead of looking at alternative entrances and road access that the County was considering. Soil being replaced near trailer bay.
