PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: A. 15A NCAC 13B .0544 (d)(1) and 15A NCAC 13B .0203(d). Corrective Actions in Progress. On July 15, 2021, Brandt Kayser, Environmental Compliance Officer, with Griffin Brothers Companies, sent an e-mail to Perry Sugg, Hydrogeologist, stating that the initial system startup calibration has occurred on the active gas extraction system and the facility will continue to do monthly monitoring of the six methane wells and probes. OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1. The facility consists of a Construction and Demolition Landfill, a Treatment and Processing facility and a Type 1 Composting facility. 2. The facility is permitted to receive solid waste generated within the following counties: Cabarrus, Mecklenburg, Union, Stanly, Iredell and Rowan. 3. The facility is secured by a locked gate at the facility entrance. 4. Access roads are of all-weather construction. 5. The Permit approval does not allow for any additional landfill activities, either grading or waste placement, within the Expanded Landfill Limit (+4.2 acres) of the Old C&D Landfill as shown on the Facility Map, Figure number 1-4, provided in the Permit Modification Amendment Application, File ID number 1574744, in the List of Documents for the Approved Plan. Operations Inspection of the CDLF: 6. The facility was placing waste in the Expansion Area 1, Phase 1, Cell 2 during the inspection. 7. Approximately 500 tons of C&D waste is received per day. 8. No unacceptable waste was observed. 9. Continue to ensure that the working face is kept less than ½ acre in size. 10. Small areas of erosion were observed on the southeastern side slope of the Expansion Area 1, Phase 1, Cell 1. Take measures to ensure that these areas are repaired. 11. Windblown waste was well controlled. 12. Good vegetative cover was observed on inactive areas of the Old C&D landfill. 13. No odors were observed during the inspection. Operations Inspection of the Treatment and Processing Facility: 14. Only gypsum wallboard/sheetrock is being processed in the recycling facility. No other waste type was observed. 15. Approximately 45 tons of sheetrock is currently being received per day. Operations Inspection of the Type 1 Compost Facility: 16. No unacceptable waste was observed. 17. Approximately 17 tons of incoming material is received per day. Records Review: 18. Reviewed permit, operations plan, soil cover log, training records, methane monitoring records, semi-annual groundwater and surface water monitoring, random inspection records, mobile home deconstruction records and compost temperatures. 19. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
