PURPOSE OF SITE VISIT: Partial Compliance Inspection and introduction of Amanda Thompson, Environmental Senior Specialist. STATUS OF PAST NOTED VIOLATIONS: None Page 1 of 4 NORTH CAR()LINAD_E Q�� OepaNnent of Envieonmenbl Wel� OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The tipping floor was clean and in good condition at the time of the inspection. Good job. 4. Windblown waste is being well -managed around the transfer station. However, debris was identified within the transfer trailer loading area. Waste was also observed on top of the push wall. The waste within the transfer trailer area and on the push wall need to be removed and properly disposed of daily before the close of business. 5. The permit, operations plan, cover logs, and waste screenings were reviewed during this inspection. 6. The facility has certified personnel on site during the hours the site is open to the public. Mr. Stanfield stated that there were two leachate seeps on the closed MSWLF, that he had identified and repaired. No leachate was observed near the seep locations during this inspection. 8. The white goods were stored upright and marked after the CFCs were removed. 9. No electronic goods were on -site during this inspection. The contractor had picked up the electronic goods just prior to this inspection. The electronic goods are stored within a building, adjacent to the white goods storage area. 10. The metal recycling pile was small and well managed during this inspection. 11. The side slopes of the closed MSWLF and CDLF-1998 Area 1 were properly mowed and maintained. Good job. 12. Yard waste area is properly windrowed and maintained. Waste is chipped twice a year. Processed waste should be managed in accordance with the approved operations plan. Ensure positive drainage of surface water from piles. 13. The CDLF-2013 Area 2 has been constructed. Asbestos waste in CDLF-2013 Area 2 has been properly covered and intermediate vegetative cover established. Designated areas should be marked to avoid future disturbance. 14. The access around the facility is stable and no soil erosion was noted. 15. Plastic pesticide containers were located within the storage structure. 16. Digital pictures were taken during the inspection.
