Fremont, NC 27830 PARTICIPANTS: Daniel Newsome – Partial Owner and Manager John College – NCDEQ-DWM-SWS-FOB STATUS OF PERMIT: Active. Permit was issued on December 16, 2016. The Permit to Operate shall expire December 16, 2021. Pursuant to 15A NCAC 13B.0201(g), no later than August 16, 2021, the permittee must submit a request to the Section for permit review and must update pertinent facility plans. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 - The properties approved for this facility are recorded in the Wilson County Register of Deeds office, Book 2468 – page 881 and Book 2508 – page 955. Wilson Co. PIN# 3637-35-1432. 02 - The total property acreage is 325 acres. The actual composting area is approximately 7.7 acres. 03 - This facility also has an adjoining SDTF 98-08 and an SLAS 98-08 permitted facilities. 04 - Facility has a permanent sign posted with all required information. New signs have been installed to replace the faded ones. 05 - Facility has a locked gate at the entrance and a chain link fence on the road frontage. 06 - Interior roads are made of all-weather construction and are being maintained. 07 - No Leachate observed outside of permitted footprint. 08 - Facility has 25 plus windrows, none exceeds size requirements of 6’ high and 10’ wide. Windrows are turned frequently. 09 - Has adequate fire lanes between windrows and looks good. 10 - Holding tank area is well maintained. 11 - Minimal non-conforming waste in compost piles. 12 - Temperature records were reviewed and found to be up to date. Moisture records are not being kept. 13 - Incoming records were reviewed. 14 - John College reminded Mr. Newsome about the required training needed by 11/01/2022. Mr. Newsome had a copy of the requirement letter. 15 - PLEASE be sure to remember to send in your request for a Permit Review no later than 08/16/2021, as required by your permit conditions. Discussed on-site as well. 16 - Facility has bailed hay and mulch stockpiled for feedstock onsite. 17 - Facility has fire suppression equipment available.2 B/C fire extinguishers, hoses and a water tanker. 18 - The last compost analysis report was dated on April 09, 2021. 19 - Calibration of Mr. Newsome’s (VEE GEE x2) and John College’s (REO TEMP) temperature probes were done today using ice water. 20 - After conducting the calibration, temperature probes were tested in windrows of compost. 21 - Digital pictures were taken and some attached to this report. 22 - Overall management of this facility appears to be good.
