Solid Waste Director Gloria Moseley - Administration & Certified Operator John College - NCDEQ-DWM-SWS STATUS OF PERMIT: Active Life of Site Permit. Issued; 5/31/2019 and expires; June 09, 2058. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: New Hauler starting 7/1/2021. OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 - This Facility has several Locking gates and fencing for security. 02 - Signage is posted and has required information. 03 - Roads are constructed off all-weather materials and are maintained. 04 - Facility is permitted to receive waste from Edgecombe, Nash, Halifax, Wilson, Martin and Pitt Counties. 05 - The Waste from this Transfer Station is permitted to be taken to The East Carolina Regional Landfill (08-03) and/or to Sampson County Disposal, LLC (82-02). 06 - This facility has 3 Certified Transfer Station Operations Specialist: Larry Moore: expires 05/25/22, Travis D. Hudson: expires 12/08/21, Gloria A. Moseley: expires 10/20/23. 07 - 2 empty trailers are available. 7 loaded trailers on-site with only 2 tarped. This could lead to windblown trash. 08 - The windblown trash is being managed better and minimal was noted during this inspection. 09 - Trailer numbers TT 141,142,143,130 & 131 have leachate leaking from stored trailers today. 10 - These trailers are in bad need of repair (rear seals and holes in floor). Leachate contained as best as possible. 11 - The tipping floor looks good during operating hours today. 12 - Behind the push walls were clean and free of debris. 13 - Leachate system is working properly and storage tanks have plenty of storage. Removal receipts reviewed. 14 - There are some areas in need of repair on the exterior metal on this transfer station. 15 - Incoming load receipts were reviewed and have required information. 16 - Pesticide Building is managed well. 17 - Site has a convenience center and is clean and being operated well. 18 - Concrete disposal area is small. 19 - White goods and scrap metal area is managed well. 20 - Land Clearing (LC) and Yard Waste (YW) area is being prepared for grinding. 21 - This facility has added a Permitted Compost (3301-Compost-2020) to the location where the LC and YW area is. 22 - Covid-19 recommendations were followed during this inspection. 23 - Digital pictures were taken during this inspection and several are attached to this report. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
