PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The landfill is permitted to receive solid waste generated within the following North Carolina counties: Cabarrus and counties contiguous to Cabarrus County. 2. Proper signage was observed at the entrance of the facility. 3. The facility currently accepts 60 tons of C&D waste per day. Operations Inspection of the CDLF: 4. The facility was working in Phase 2 of the CDLF. 5. The working face was small and well controlled. 6. No unacceptable waste was observed. 7. Edge of waste markers were being observed. 8. Windblown waste was well controlled. Operations Inspection of the Treatment and Processing Area: 9. No unacceptable waste was observed. 10. The facility was scheduled to grind the woody debris in December 2014. Operations Inspection of the Scrap Tire Area: 11. Tires are being collected in a covered trailer and are being stored properly Operations Inspection of the White Good Area: 12. White goods containing Freon had been separated from other metals and were being stored in an upright manner. Records Review: 13. Reviewed permit, operations plan, semi-annual groundwater and surface water sampling reports, soil cover log, scrap tire certification forms, training records, quarterly methane monitoring records and random inspection records. 14. The certified operators are as followed: Randall Foster — Manager of Landfill Operations expires December 19, 2017. Chris Vanhoy — Landfill Operations Specialist Certification expires June 13, 2017.
