STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a closed MSW Landfill, Landclearing and Inert Debris Landfill Notification, tire collection site, and
Temporary Disaster Debris Management Site.
2) The site is secured by a locked gate at the Facility entrance. The gate was open upon my arrival and an attendant was on -
site at the Beaufort County Landfill Yard Waste Notification, notification #YWN 07-002.
3) The Facility access road is of all-weather construction and is being well maintained at this time.
4) The Scrap Tire Management Area was reviewed.
5) All scrap tires are placed in the concrete bunker lined collection area until placed into the transfer trailer for transport to
Central Carolina Tire, permit #43-04 in Cameron, NC for final disposal.

6) An adequate number of trailers are maintained on -site for the volume of tires managed by this Facility.
7) The Scrap Tire Management Area is being well maintained at this time.
8) The LCID Landfill Notification is currently inactive.
9) All vegetative waste brought on site is staged for grinding at the Yard Waste Notification element, notification #YWN-
07-002. *Please see Facility Compliance Inspection YWN07002-20160229INSP.
10) Facility monitoring wells were reviewed. Some of the wells were observed to be missing their locks and brush has been
allowed to grow around them. *Please ensure that the area around all monitoring wells is maintained clear of brush and
11) Overall, the closed areas of the landfill are covered with a well -established cover crop of native warm season grasses.
However, several areas were noted as having sparse or no cover. *Please repair these areas by seeding and mulching to

12) Areas of differential settlement were observed in several areas around the landfill. Some of these areas are restricting the
positive flow of surface waters from the landfill during and following rain events. *Please fill and grade these areas to
promote positive drainage of all surface waters away from the landfill. All filled areas should be graded at a slope not
13) Areas of erosion were observed near surface water conveyance devices on the southern end of the eastern sideslope of
the landfill. *Please repair these eroded areas and remove any blockages that are preventing the proper operation of all
surface water drains.
14) The Facility surface water ditches were reviewed. Small trees and other woody vegetation were observed growing in
several of the surface water ditches. *Plans need to be underway for the clearing of all woody vegetation from the
surface water ditches. A routine maintenance schedule should be initiated for the maintenance of all surface water
ditches on -site to ensure they are maintained clear of brush and woody vegetation to provide for proper conveyance of all
surface waters.

15) It appears that unauthorized access/trespass is continuing at several points at the site. *Continued efforts need to be made
to better restrict the unauthorized access to the landfill and to block the points of entry utilized by ATV traffic.
16) *Corrective measures are required as a result of this Facility Compliance Inspection.
