Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. All photos were taken by Lee Hill on June 2, 2021. 2. The facility is open to the public Monday through Friday, 7:30 am to 4:00 pm and on Saturday from 7:30 am to 12:00 pm. 3. Signs providing information on dumping procedures, hours of operation, permit number and emergency contact information were posted at the facility entrance. 4. The facility is secured by gates, fencing and natural terrain to prevent unauthorized entry. Operations Inspection of the MSWLF Unit (2002-MSWLF-1998) 5. The facility is currently filling in Phase 5, Cell 2. 6. Windblown litter was minimal and very well managed at the time of inspection. 7. The access roads were of all-weather construction and were being maintained in good condition at the time of inspection. 8. The working face was small, compact and no unapproved material was observed. 9. Sufficient soil cover was placed on top of the landfill cell to prevent odors, blowing litter and scavenging by vectors. 10. The facility utilizes a "Tarp-O-Matic" for alternative daily cover and the facility applies six inches of soil cover once per week. 11. The side slopes of Phases 1- 4 had good vegetative cover and facility staff continue to reseed any areas where vegetation appears to be thinning. No seeps were visible on the side slopes at the time of inspection. 12. The leachate pond had adequate freeboard and no visible deficiencies were observed in the liner. Other Comments 13. White goods containing refrigerants are collected and stored on the northeast side of the recycling building. All units were stored upright to help prevent unintentional release of refrigerants. 14. Scrap metal and non -refrigerant containing white goods are collected on a concrete pad located to the west of the scale house and sent to Regional Disposal in Marble for recycling. 15. The grinding area is located to the southeast of Phase 5 and boundary markers are installed to delineate the area. No unapproved material was observed in the grinding area at the time of inspection. 16. Scrap tires are collected in two van trailers located next to the leachate pond. The tires are sent to US Tire in Concord, NC for processing. Please contact me if you have any questions or concerns regarding this inspection report.
