Old Glencoe Road Burlington, NC 27217 PARTICIPANTS: Chuck Kirchner, Environmental Senior Specialist – Solid Waste Section (SWS) Carl Buckland, Owner, Northfield Farms YWN STATUS OF PERMIT: Yard waste notification facility renewal form received by the SWS Yard waste notification expires on June 1st of each year PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS On May 20, 2021 and June 2, 2021, Chuck Kirchner conducted a comprehensive inspection of the Northfield Farms YWN on W. Old Glencoe Road in Burlington, Alamance County. Mr. Buckland was present for the June 2, 2021 inspection. 1. The yard waste notification (YWN) is located on an undeveloped parcel of land owned by Mr. Buckland. 2. The property parcel is ~ 28 acres. 3. The YWN area was less than 2 acres in size. 4. The property also contains a notified land clearing and inert debris (LCID) landfill, number N0526. DS01-010 is also located at this property. 5. The YWN shall only accept land clearing waste and yard trash per Type I - yard waste as defined in 15A NCAC 13B .0101. 6. No unauthorized waste types were observed within the YWN area. 7. YWN material must be processed and removed from the site on a regular basis, so that 75 percent, by weight or volume, of material is removed within a calendar year of receipt. Yard Waste Notification sites are not approved for permanent storage or final disposal. Facilities are required to track incoming/outgoing volumes and provide the information to the Division of Waste Management upon request to verify compliance. 8. Material accepted shall be less than 6000 cubic yards quarterly, processed and unprocessed, combined. 9. The site is not open to the public. 10. Ensure processed and unprocessed material on site is less than 6000 cubic yards quarterly. 11. Records are maintained for material received. Material received from June 2019 through May 2020 is 9,900 cubic yards. 12. Active compost temperature readings are required to be > 131°F (55°C) for three days, aerated accordingly if leaf or grass material is received and compost will be released to the public. 13. It is suggested that windrow dimensions not exceed a height of 12 feet and a width of 20 feet (minimum dimensions of 6 feet high and 9 feet wide). 14. Ensure minimum 25’ fire lanes are provided around stockpiles and around the exterior of the windrows. 15. Access roads are of all-weather construction. 16. The site is secured by a metal gate with lock. 17. The Yard Waste Facility Notification shall be renewed annually, by June 1st.
