The Permit renewal paperwork has been submitted to the Section for approval. PURPOSE OF SITE VISIT: Partial Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None Page 1 of 3 NORTH CAR()LINAD_E Q�� OepaNnent W Envimnm.nbl W.I� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility is a land clearing and inert debris (LCID) landfill. 2. Proper facility sign posted at the facility entrance showing the contact name and number in case of an emergency and the permit number. 3. The facility is properly secured with a locked gate. Personnel are on site during operating hours which are Monday through Friday from 8:OOAM to 5:OOPM. 4. The facility is permitted to receive waste generated within Harnett County, Wake County, Johnston County, Cumberland County, Sampson County, Moore County and Lee County. 5. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated soil, inert debris, and asphalt. 6. The facility site plan, operations plan, and permit were not reviewed with the site operator at this inspection. 7. The side slopes were identified to be properly sloped at 3:1. 8. 15A NCAC 13B .0566 (10), "All waste shall be covered with no less than six inches of soil monthly, or when the working face reaches one acre in size, whichever occurs first." During this inspection, it was determined that the working face was over one acre in size. Mr. Jeff Lees stated that he had recently moved large stumps around the LCID in hopes of gaining additional space, since he has not received approval of the permit renewal that was submitted in September 2020. He also stated that cover material was being trucked from the Weeks sand pit, located down the road, however, the lack of truck drivers was making the trucking of cover difficult. The cement truck drivers will haul cover material to the LCID, when they are not delivering concrete. Ensure that the waste is covered monthly, or the working face reaches one acre in size. 9. Digital pictures were taken during the inspection. 10. Corrective measures are necessary as a result of this inspection and should be completed within 30 days' receipt of this inspection report.
