August 13, 2020.
PURPOSE OF SITE VISIT:
Follow-up Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:
15A NCAC 13B .0566 (2), "Solid waste in the landfill shall be compacted. Slopes shall not exceed a ration of three
horizontal to one vertical at any time."
RESOLVED: The southeastern side slopes had been covered with soil and properly graded. The side slopes had also
been covered with grass seed and straw.
15A NCAC 13B .0566 (8), "Surface water shall be diverted from the working face and shall not be impounded over
waste."

RESOLVED: The previously identified large vehicle ruts and scraped areas which had held water, had been filled in with
soil and graded to promote drainage. The areas had also been covered with grass seed and straw.
15A NCAC 13B .0200 (g), "Disposal area boundaries for landfills permitted in accordance with Sections .0500 or
.1600 of this Subchapter shall be delineated with stationary markers affixed to the ground. The markers shall be of
height and spacing so that they are distinguishable from the surrounding landscape, and so that the adjacent markers
are visible when standing at a marker." and March 23, 2015 Permit to Operate, Attachment 3, Part I (2), "The edge
of waste footprint for all disposal units must be identified with permanent markers.
UNRESOLVED: The orange traffic barrels had been moved to keep traffic from driving across the top of the landfill. One
permanent, albeit bent, metal edge of waste marker was identified along the eastern portion of the landfill. This item was
noted in the June 8, 2016, June 27, 2017, August 7, 2020 and March 19, 2021 inspection reports. Permanent edge of waste
markers must be installed around the disposal area so that they are visible from one to the next.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
On May 17, 2021, Amanda Thompson and Drew Hammonds conducted a follow-up comprehensive inspection of
McArtan Mine LCID Landfill located on Josey Williams Road (NCSR 2027) in Harnett County.
1. The facility is a land clearing and inert debris (LCID) landfill.
2. The facility has proper signage.
3. Hours of operation are Monday through Saturday from 7:00am to 5:00pm.
4. The PTO expired on February 19, 2020. Barnhill submitted permit renewal documentation to the Section in
August of 2020 after the expiration date. Renewal applications should be submitted within the time frame
designated in the permit prior to expiration.
5. The facility is properly secured with a locked gate.
6. 15A NCAC 13B .0564 (7), "The site shall establish and maintain an access road around the waste boundary for
access by emergency or fire -fighting vehicles and equipment." As of January 1, 2021, it is required that an access
road be established around the waste boundary for emergency access. Ensure that an access road is established around
the waste boundary.
7. The facility is permitted to receive waste generated within Harnett County.
8. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris, and asphalt.
9. The facility site plan, operations plan, and permit and were not reviewed with the site operator at this inspection.
10. The facility had recently been mown to allow for proper inspection.
11. The woody vegetation previously identified along the side sloped had been removed.
12. Digital pictures were taken during the inspection.
