STATUS OF PERMIT: Active - January 19, 2007 Expired — January 19, 2009 Permit in renewal process Large Type III Compost PURPOSE OF AUDIT: Partial Audit NOTICE OF VIOLATION(S): None STATUS OF PAST NOTED VIOLATIONS: None AREAS OF CONCERN AND COMMENTS: 1. Michael Scott has received permit renewal request. It requires some change to update for current site activities and future site plans, and re -submittal to the Section. Mr. Scott will send a letter to Mr. Crowell outline the Section requirements. As the facility is a Large Type III operation, Mr. Crowell will require the seal of a P.E. on the final submitted site plans in the permit renewal. 2. Some windrows have been moved/allocated for waste incoming from Danny's Dumpster (restaurant food wastes). Runoff from this waste, while outside of bin area, is still captured by the leachate collection system. M. Scott recommended moving cure pile or creating a berm to avoid recontamination from this waste pile. FACILITY COMPLIANCE AUDIT REPORT Division of Waste Management Solid Waste Section Page 2 of 2 3. Bins #1 and #2 were active (accepting waste: food waste, grease, leaves, mulch, and grass). Bins #3, #4, and #5 were "off' (not accepting waste). 4. 5. 6. 7. 10/21/09 Bin System Facility has seen a recent increase in horse manurelbedding waste from the WNC livestock pavilion. Bin temperatures are steady around 140 degrees F. Waste is pulled from bins into windrows on concrete pad. Sludge in pond (two -stage pond, #1 is below leachate tank) is dredged and reintroduced into bin/pit cure piles. This activity needs to be included in permit renewal as an additional feed stock. Near screening/final pile area, a concern was noted regarding stormwater runoff. Mr. Crowell was informed that he should contact Aquifer Protection (Bev Price) prior to any construction/concrete pouring activities in this area. The hydraulic fluid system from the tractor motor (running the screen operation) should have some sort of containment system in order to capture leaks/incidental spills.
