AREAS OF CONCERN AND COMMENTS:
The facility was granted a Solid Waste Composting Demonstration Approval on April 23, 2010. A request for
renewal is on record with the Section and is under review. Please direct Demonstration Approval queries to

2. The facility had gated access/controls at the entrance (on Haywood Road), adequate signage, roads were
maintained and flagged, and two distinct area of operation were visible during the site inspection.
3. Wooden pallets and Land Clearing debris were collected/stored left of the entrance road. Minimal
unacceptable wastes were visible in this location at the time of the inspections (some plastics, to be removed

prior to grinding). Access (for fire control) between the Land Clearing debris pile and the pallet pile was
maintained. It was recommended (M. Scott) during the 11/17/10 site inspection that grinding (Treatment &
Processing) should occur in a timely fashion as a large amount of material was accumulated on site. Mr. Huske
stated that grinding was scheduled to occur before the end of the year. During the follow-up site inspections
(2/3/11 and 5/6/11) it was noted that grinding had not occurred on site.
4. Greenhouse wastes were collected at the end of the entrance road near the sorting equipment. During the
multiple site inspections, plastics generated from the greenhouse waste acceptance were stored on site. It was
stated (A. Huske) that this material was slated to be ground and containerized for sale. Material arriving from
the greenhouses via roll -off were classified as the following:
a. Greenhouse waste approved in compost Demonstration (used plastics, potted plants, soils, roots);
b. Plastics — recyclable (unused pots, hangers, labels);
c. Cardboard; and
d. Municipal Solid Waste (MSW) and special wastes (unrecoverable plastics, cooler, pvc piping,
Please note that the facility is not permitted to receive mixed wastes for sorting/transfer. The acceptance of
source -segregated and recoverable, compostable, recyclable materials at the facility is considered approved in
the Demonstration project. Non source -segregated wastes (loads which include MSW and special wastes)
are not permitted at this facility. It is the responsibility of the generator, transporter, and receiver to
insure that permit conditions are not violated.
The storage of recyclable plastics outside of the compost Demonstration processes does not require permitting
from the Section as these materials are considered source -segregated recycled materials. It is recommended
that the majority of this stored material should be sold, used, or reused within a year.
