PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 - This facility was issued a Life of Site permit on August 4, 2015 and expires on October 11, 2025. 02 - Facility has adequate signage. 03 - Facility is secured by chain link fences and locking gates. 04 - Interior roads are made with all-weather construction. 05 - Waste from this facility is permitted to be taken to Sampson Co. Disposal 8202-MSWLF-2000, East Carolina Regional Landfill, 0803-MSWLF-1993 and Brunswick Waste Management Facility, SWP 583 in Lawrenceville Va. 06 - No leaking trailers were noted during this inspection at the stored trailer area. 07 - Facility is permitted to receive waste from within, Duplin, Edgecombe, Franklin, Greene, Halifax, Johnston, Lenoir, Martin, Nash, North Hampton, Pitt, Wake, Wayne and Wilson Counties 08 - The Leachate drains at the Transfer Station were flowing into the leachate system during this inspection. 09 - There was an issue on the recycle side of this transfer station. The recycles had MSW waste comingled all through the pile. This amount of MSW contaminated the recycle pile. 10 - The comingled waste will all be taken to a MSW landfill. 11 - Screening records were onsite. 12 - Operator certifications onsite. 13 - Load tickets available. 14 - There was minimal windblown trash during this inspection. 15 - Michael Lee is going to forward pictures on progress made on recycles. 16 - It is recommended that better screening of recycle container be performed to find out where the comingled waste is coming from to correct the issue. 17 - This facility has been backed up due to closures from Transfer Station Closures in other Counties. 18 - Covid-19 recommendations were followed on this inspection. 19 - Digital pictures were taken during this inspection and some are attached to this report. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
