The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

2. The facility appeared to be well -maintained, and the entire site was observed to be neat and clean.
3. Windblown litter across the site was minimal and well -managed. Facility staff were observed collecting litter
during the inspection.
4. Access roadways are of all-weather construction and maintained in good condition. The main roads at the site
are paved and kept free of debris. The unpaved portion of the site's roadway system is constructed of
compacted clay, with crushed concrete/asphalt/brick (CAB) debris applied as necessary to maintain a hard,
stable surface suitable for big trucks and heavy equipment.
5. The CAB collection area is located just off the access roadway at the north corner of the closed landfill unit.
The area is gated and kept locked. Customers identified at the scale house with clean loads of CAB debris are
met at the CAB area by facility staff, who screen the load for unacceptable materials before allowing it to be
dumped. At the time of this inspection the area was relatively empty, with only a small stockpile of unprocessed
material. Mr. Rickett stated that most of the material had been used to construct the newest portion of the access
roadway leading to the working face. No unacceptable materials were observed at the site.
6. The white goods/scrap metal collection area is located west of the CAB area on a concrete pad originally
designed as a transfer station tipping floor. White goods units containing refrigerant gases were staged in an
upright position and lined up for easy access by the CFC removal contractor. The area is manned during the
facility's hours of operation to assist the public and to screen loads, and appeared to be clean and well
organized.
7. The northern side slopes of the active landfill were observed from the eastern perimeter roadway. This area had
been damaged by heavy rain events and was awaiting repair at the time of the previous inspection on December
3, 2020. During this inspection, the sediment pond had been repaired and appeared to be functioning properly.
The landfill slopes in this area had been regraded, to more effectively handle the surface water runoff that had
caused the initial damage, and appeared to be in good condition and ready for seeding.
8. The remaining exterior slopes of the landfill were also inspected and found to be in good condition. Much of the
vegetation that had been established in areas where intermediate cover had been previously applied was still
intact, having survived the heavy rain events of the past six months.
9. Regarding staffing at the landfill, Mr. Tilley stated that two equipment operators were on duty at the working
face, and an additional 5 operators were hauling dirt, regrading, and applying additional cover where needed in
preparation for seeding.
10. At the time of this inspection, an expansion of the landfill gas extraction system was underway, and Mr. Rickett
stated that 13 new wells had been installed at the facility. He noted that the gas crews were still onsite
completing operations and repairing the landfill where excavation had been required.
11. The working face appeared to have been bisected by an area of clean cover soil. Mr. Tilley explained that a new
lift had been started on the east end of the active area, and that equipment operators were working to grade and
cover the previous working face at the west end. He confirmed that the entire area would be covered before the
end of the working day, as required.
12. The working face was well defined, and the equipment operators were working together to ensure the waste was
confined and well compacted. No unacceptable materials were observed in the working face.
13. The operations area surrounding the working face was large and afforded ample room for trucks and equipment
to maneuver safely. A spotter was on duty in the small, mobile spotting booth and was observed directing all
incoming and outgoing vehicles in the tipping area to ensure the safe flow of traffic.
14. The leachate storage tanks were observed from the access roadway and appeared to be in good condition. No
leaks were evident, and the secondary containment area was dry.
15. The scrap tire collection area was clean, with four tire trailers parked at the dock.
16. The residential convenience area was clean and appeared to be well -managed. Staff on duty were observed
directing and assisting residents who were dropping off trash and recyclables.
