The facility is a permanent household hazardous waste (HHW) facility owned by Orange County. 2. The facility is located at the Eubanks Road Convenience Center. 3. The facility is open Monday through Friday (Closed Wednesday) 7:00 am to 6:00 pm, Saturday 7:00 am to 5:00 pm, and Sunday 1:00 pm to 6:00 pm. 4. The facility household hazardous waste generator identification number is NCPH0681302. 5. Orange County Solid Waste is the operator of the HHW facility and Orange County Solid Waste has contracted with Tradebe, Inc. to manage the waste at this facility. 6. The facility contingency plan is included in the Operation Manual, dated October 1, 2017 (FID 1214445). The contingency plan was discussed. 7. The facility is only permitted to receive HHW from Orange County residents. This facility does not receive HHW from residents outside Orange County or from conditionally exempt small quantity generators (CESQG). 8. Resident zip codes are recorded on a daily log when the residents drop off HHW. Records were reviewed for April 2021. Older records are at the main office and were available upon request. 9. No unacceptable wastes were observed at the facility during this inspection. Unacceptable wastes that must not be collected at this site include radioactive materials, infectious or biological wastes, explosives/shock sensitive material, organic peroxides, ammunition, friable asbestos wastes or material and polychlorinated biphenyls (PCB) with the exception of fluorescent light ballasts and PCB HHW. 10. If an uninformed or misinformed citizen brings such wastes to the facility, program representatives will consider taking the wastes anyway to avoid improper disposal. The decision regarding the acceptance of these wastes will be based upon established policies as well as the specific details of each case, as well as advice from contractor personnel. As necessary, the transportation and disposal contractor may help find specialized vendors and or agencies to remove any such wastes for treatment or disposal. 11. The facility stores HHW in a chemical storage building. Cars pull into a secondary containment area where facility staff log in origin and type of HHW material. Material is placed on a sorting table inside the chemical building. Liquid paints are poured off into 55-gallon drums near the table or waste is sorted inside their containers into an appropriate container. Adequate aisles were observed during this inspection. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Household hazardous waste is sorted by class and poured into 55-gallon drums or are kept in their original container and collected into 55-gallon drums, plastic drums or 5-gallon buckets depending on size and quantity of waste being collected. All containers were observed to have a label with the material inside the container and a start date of accumulation in that container. Most of the collection boxes start date was April 2020 and the oldest container had a start date of November, 6 2020. No waste shall be kept on site greater than one year. 13. All containers with accumulating hazardous wastes shall be labeled or marked clearly with the words "Household Hazardous Waste" unless the material is recyclable (e.g., used oil, latex paints, batteries) and is separated from other hazardous waste, or the materials is deemed Universal Waste as defined by 40 CFR Part 273. 14. The building walls in the chemical storage building have been installed so the walls are below grade to seal the building and function as secondary containment. 15. All household hazardous waste is stored inside of the chemical storage building. Waste ready to be shipped is stored under the awning by the HHW loading dock. 16. The following are Orange County Solid Waste certified personnel, trained by Jeff Meitz with the National Environmental Trainers, in facility operations: a. William Coffey, Orange County Solid Waste, 40-Hour HAZWOPER 29 CFR 1910.120(e), December 21, 2020. 17. Mr. Capitanio stated that Tradebe, Inc. generally picks up HHW from the facility weekly. Tradebe staff are usually on site approximately 24 hours per week according to Mr. Capitanio. 18. The chemical storage building is equipped with an indoor fire suppression system. T&S Fire & Security, Inc. last inspected this system in February of 2021. 19. There are two portable fire extinguishers. The fire extinguishers were last serviced by Dr. Fire Protection in October 2020. The fire extinguishers are also inspected monthly. The last monthly inspection on the fire extinguishers was March 2021. 20. The facility has an eyewash station that contains a reservoir of water and preservative. Ensure the eyewash station is routinely serviced. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 4 21. The facility maintains an adequate supply of absorbent material. 22. Emergency equipment is inspected weekly. Records were observed from January 8, 2020 through April 12, 2021. 23. Resident zip code is recorded when material is brought in. Initial screening encompasses material inquiry and visual inspection. Weekly records were observed for April 2021 24. Tradebe Inc. sends the facility a Uniform Hazardous Waste Manifest of material received (by generation date) for verification of the material shipped-out. Records were observed for July 8, 2019 through April 6, 2021. 25. The facility annual report (FAR) was received by the SWS, dated July 29, 2020. Facility throughput for July 2019 through June 2020 is 166,292.00 lbs. 26. The convenience center accepts municipal solid waste (MSW), mixed recyclables, clean wood, food waste, used oil, motor vehicle oil filters, antifreeze, batteries, food oil, food waste, textiles, bulky waste, etc. Collected materials are stored in containers. 27. The Chapel Hill Fire Department and/or the New Hope Volunteer Fire Department can be contacted to address an emergency at the facility. 28. Orange County Solid Waste staff are on site during operating hours. 29. The site is secured by a locked gate. County personnel also work the convenience area. 30. The facility has proper signage. 31. Access roads are of all-weather construction.
