Life-of-site ends when the Facility reaches its final permitted elevations or by 31 December 2057. Any significant site changes may require permit modification. The owner or operator must contact the North Carolina Department of Environmental Quality, Division of Waste Management, Solid Waste Section for coordination of significant site changes, including, but not limited to, pertinent Site, Operation, and Waste Screening plans. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection without records review. STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a Municipal Solid Waste Landfill with a separate Land-Clearing and Inert Debris (LCID) landfill, a white goods management area, a scrap tire collection area, an electronics recycling area, and a FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6709_INSP_20210331 Page 2 of 4 pallet collection/grinding area. 2) This Facility is permitted to receive all Municipal Solid Waste, Construction & Demolition Waste, Yard Waste, Land-clearing Debris, Scrap Tires, and White Goods generated within Onslow County. 3) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours of operation, and the emergency contact number is posted at the facility entrance. 4) The Facility is secured by means of a locked gate at the Facility entrance. 5) The hours of operation are Monday through Saturday 6:30 AM to 5:00 PM. Three Holidays are observed: New Year’s Day, Thanksgiving Day, and Christmas Day. 6) The Facility access roads are of all-weather construction and are well maintained at this time. 7) This Facility maintains a separate area with roll-off containers for use by residential customers. This area is well maintained with no overflow or windblown debris observed during this Facility Compliance Inspection. 8) The LCID Landfill was reviewed during this Facility Compliance Inspection. 9) No unpermitted materials were observed at the LCID working face during this Facility Compliance Inspection. 10) All LCID Landfill sideslopes are being maintained at a slope not greater than 3:1 and a cover crop of warm season grasses has been established on all non-active areas of the LCID landfill. 11) The LCID cover crop is well maintained and no areas of erosion were observed during this Facility Compliance Inspection. 12) The leachate collection system cleanouts are highly visible, readily accessible, protected, and well-maintained at this time. 13) Leachate is treated and stored in on-site leachate containment tanks until pumped via force main to the City of Jacksonville Wastewater Treatment Plant. 14) Maintenance operations were underway on the leachate storage tanks during this Facility Compliance Inspection. 15) Landfill Gas (LFG) is collected and plumbed to the on-site Enerdyne Power Systems Onslow Power Producers, llc LFG-to-Energy plant. 16) Daily operations of the LFG-to-Energy Plant are conducted by Cube District Energy, llc. 17) The LFG-to-Energy plant was in operation during this Facility Compliance Inspection. 18) This Facility is currently operating in Phase IV. 19) This Facility uses Posi-shell as an alternative daily cover material. The alternative daily cover material appears to be correctly applied at this time. 20) The active working face was reviewed during this Facility Compliance Inspection. The working face is being maintained in a compact and manageable size. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6709_INSP_20210331 Page 3 of 4 21) The waste type being disposed was reviewed. The waste type at the working face was MSW only and no unpermitted materials were observed. 22) Windblown debris is collected and returned to the working face throughout the workday. 23) Windblown debris is being well managed at this time. 24) The western and northern sideslopes of Phase IV are in the process of being repaired and re-graded. *Please continue working to properly maintain all outside slopes and to establish and maintain a cover crop suitable to prevent erosion of your landfill cap system. 25) The inactive areas of the landfill are maintained with a cover crop of native warm season type grasses. 26) The landfill cover crop is mowed throughout the year as needed. 27) No off-site erosion was observed during this Facility Compliance Inspection. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6709_INSP_20210331 Page 4 of 4 28) The White goods/Scrap Metal, Electronics, and Scrap Tire Recycling Element was reviewed during this Facility Compliance Inspection. 29) The Scrap Tire Management Area is being well maintained at this time. 30) All scrap tires are placed directly into trailers for temporary storage until transported to Central Carolina Tire, permit #43-04 in Cameron, NC for final disposal. 31) An adequate number of trailers are maintained on-site for the volume of tires managed by this Facility. 32) All collected white goods and scrap metal are being maintained on the concrete pad. 33) Freon containing white goods are being maintained in an upright condition and separate from non-Freon containing white goods and other recyclable metals. 34) All recyclable electronics are placed on the concrete pad under the shelter and maintained there until transported to the recycling Facility. 35) *Continued corrective measures are required as a result of this Facility Compliance Inspection Report.
