Permit renewal documentation was submitted electronically to the Section in August of 2020. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: 15A NCAC 13B .0566 (2), "Solid waste in the landfill shall be compacted. Slopes shall not exceed a ration of three horizontal to one vertical at any time." During this inspection, the southwestern slope was identified to be steeper than 3:1. This issue was also noted in the August 7, 2020 inspection report. The side slopes must be properly graded so that they do not exceed a 3:1 ratio. Page 1 of 4 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section 15A NCAC 13B .0566 (8), "Surface water shall be diverted from the working face and shall not be impounded over waste." During this inspection, large vehicle ruts were observed throughout the top of the landfill. The heavy equipment ruts were identified to be holding water. The area directly to the south of the entrance, appeared to have been scraped by a bulldozer and was identified to be holding water. The areas holding water need to be properly graded to shed water from the surface of the landfill. 15A NCAC 13B .0200 (g), "Disposal area boundaries for landfills permitted in accordance with Sections .0500 or .1600 of this Subchapter shall be delineated with stationary markers affixed to the ground. The markers shall be of height and spacing so that they are distinguishable from the surrounding landscape, and so that the adjacent markers are visible when standing at a marker." and March 23, 2015 Permit to Operate, Attachment 3, Part I (2), "The edge of waste footprint for all disposal units must be identified with permanent markers. Orange traffic barrels currently serve as the edge of waste (EOW) markers. The barrels are not properly affixed to the ground and can easily be moved or damaged. This item was noted in the June 8, 2016, June 27, 2017, and August 7, 2020 inspection reports. Permanent edge of waste markers must be installed around the disposal area so that they are visible from one to the next. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS On March 19, 2021, Amanda Thompson conducted a comprehensive inspection of McArtan Mine LCID Landfill located on Josey Williams Road (NCSR 2027) in Harnett County. 1. The facility is a land clearing and inert debris (LCID) landfill. 2. The facility has proper signage. 3. Hours of operation are Monday through Saturday from 7:00am to 5:00pm. 4. The PTO expired on February 19, 2020. Barnhill submitted permit renewal documentation to the Section in August of 2020 after the expiration date. Renewal applications should be submitted within the time frame designated in the permit prior to expiration. 5. The facility is properly secured with a locked gate. 6. The site shall establish and maintain an access road around the waste boundary for access by emergency or fire -fighting vehicles and equipment. 7. The facility is permitted to receive waste generated within Harnett County. 8. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated soil, inert debris, and asphalt. 9. The facility site plan, operations plan, and permit and were not reviewed with the site operator at this inspection. 10. Facility needs to be mowed to allow for proper inspection. 11. Woody vegetation was observed along the southern portion of the side slopes and should be removed. 12. Digital pictures were taken during the inspection.
