OBSERVED VIOLATIONS: None Long.:-80.099191 ° The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 3 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section ADDITIONAL COMMENTS: 1. Photos included in this report were taken by Susan Heim on March 23, 2021 during the inspection. 2. The facility is permitted as an LCID landfill, a small Type 1 compost facility, and a treatment and processing unit for wood waste and used concrete. The newly permitted Phase 2 of the LCID landfill began accepting waste on January 13, 2021. This inspection was conducted to inspect the compost unit prior to the start of compost operations. 3. A row of trees had been planted just parallel to the southern edge of the compost and mulch storage areas. Mr. Tanner stated that the planting had been completed within the past several days, adding that he intended to provide some screening of landfill operations from the roadway. 4. The 100' x 200' compost operations pad, located adjacent to and west of the mulch storage pad, was inspected and found to be ready to accept material. Since the previous inspection on March 12, 2021, the drainage pipe that was designed to direct surface water north along the west side of the facility to the sediment basin, had been installed along the western end of the pad. The pad itself had been completed and was observed to be constructed of compacted clay suitable for conducting compost operations. Mr. Boyles was given verbal permission to begin compost operations in the approved compost area. 5. Please ensure that windrows are constructed using dimensions specified in the Permit to Operate. 6. Please ensure that temperature monitoring and recordkeeping are conducted as required by 15A NCAC 13B .1406(11) and .1408(a).
