Permit expired on May 26, 2020. Permit renewal paperwork was submitted May 22, 2020. Life of Site Permits issued for 4302-CDLF-1998 and 4302-CDLF-2018 on July 23, 2020. The Life of Site Permits will expire on March 2, 2058. PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: PARTIALLY RESOLVED:15A NCAC 13B .0542 (k)(2), "Adequate sediment control measures consisting of vegetative cover, materials, structures or devices must be utilized to prevent excessive on -site erosion of the C&DLF facility or unit. " The Harnett County Dunn -Erwin Landfill has repaired the erosion rills identified during the October 13, 2020 inspection. Continue to repair and reseed the side slopes to prevent on -site erosion. 'm"""°"""' Solid Waste Section RESOLVED: Harnett County Dunn -Erwin Landfill Facility Operations Manual Section 2.2.2 (June 2018), Prohibited waste include waste exclusions listed in 15A NCAC 13B .0542 as follows: "...Sludge as defined in G.S.130A-290(a)(34). " G.S 130A-290 (a)(34) defines sludge as "any solid, semisolid, or liquid waste generated from a municipal, commercial, institutional or industrial wastewater treatment plant, water supply treatment plant or air pollution control facility or any other waste having similar characteristics and effects. " The water treatment sludge identified during the August 28, 2020 and October 13, 2020 inspections have been removed from the Site. According to correspondence with Mr. Chad Beane, the water treatment sludge was disposed of at the Sampson County Landfill. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday through Saturday from 7:30 am until 4:30 pm, with the exception of Wednesday 7:30 am until 12:00 pm. 4. The working face was approaching the '/2 acre size limit. Six (6) inches of earthen material should be properly applied once weekly or when the working face reaches '/2 acre. The cover log was verified for October 8, 2020 through March 11, 2021. Based on the cover log, it appears that there were several gaps longer than a week between the application of cover. Ensure that six inches of cover is applied once weekly or when the working face reaches '/ acre in size, which ever occurs first. 5. The waste type was reviewed at the CDLF and LCIDLF at the time of this inspection. No unacceptable waste streams were noted in the CDLF. Several pieces of landscaping fabric and plastic bags were observed within the LCIDLF waste. Mr. Chad Beane stated that the unacceptable waste in the LCIDLF would be removed by the operator prior to compacting the LCID waste. 6. The side slopes of the inactive CDLF need to be mowed. The overgrown vegetation at the facility should be mowed as often as necessary to allow for proper compliance inspection of these areas by site staff and section staff. 7. Windblown waste was observed outside of the CDLF areas at the time of this inspection. The windblown must be collected and returned to the working face prior to close of business daily. 8. Edge of waste markers have been installed and are being maintained around CDLF Areas 1 and 2 and the asbestos waste area. Ensure that the waste within the CDLF Area 2 is within the EOW boundaries. 9. Signage needs to be installed at the asbestos waste area, which designates the area as such. 10. Continue to monitor the landfills for erosion and repair any problem areas as they are observed. 11. Corrective measures are necessary as a result of this inspection.
