OBSERVED VIOLATIONS: None Long.:-80.099191 ° The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 2 NORTH CAROLINAD_E Q�� OepeNnenf of Envlronmmbl 0w1� ADDITIONAL COMMENTS: FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 1. The facility is permitted as an LCID landfill, a small Type 1 compost facility, and a treatment and processing unit for wood waste and used concrete. The newly permitted Phase 2 of the LCID landfill began accepting waste on January 13, 2021. This inspection was conducted to inspect the compost facility and wood waste treatment and processing unit prior to the start of operations. 2. The Wood Recycling/Processing Area is approximately 30' wide and 420' long, and is located directly south of the LCID landfill unit. The area had been prepared with crushed stone and concrete that was compacted into a stable base, then covered with a layer of mulch to ensure separation between the blades of the grinder and the compacted stone base. This treatment and processing area was inspected during the January 13, 2021 inspection and found to be ready to begin operations at that time. 3. The 100' x 200' areas to be used for mulch storage and compost operations are located south of the berm designed to separate them from the wood waste treatment and processing area. The mulch storage area is situated in the .5-acre space closest to the entry roadway, and the compost area is adjacent to it, to the west. Both the mulch storage and compost areas had been surveyed and staked out in the approved location. Survey stakes were present at the time of the inspection. Mr. Boyles stated that he had scraped off the vegetative cover, then spread layers of clay that he compacted into a solid, stable pad suitable for conducting these wood waste operations. 4. The mulch storage pad was inspected and found to be ready to accept material. Mr. Boyles was given verbal permission to begin using the Mulch Storage Area. 5. The operations pad for the compost area was also inspected. However, a drainage pipe designed to direct surface water north along the west side of the facility to the sediment basin was to be located at the western end of the pad and had not yet been installed. Mr. Boyles stated that he hoped to have the pipe installation completed and the end of the pad repaired, compacted and ready for inspection within the next week.
