The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to S 15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on March 3, 2021.
2. The current Permit to Operate and the approved Operations Plan (revised 2020) were available review.
3. The facility is open to the public Monday through Friday, 7:30 am to 4:00 pm and Saturday, 7:30 am to 3:00
pm.
4. Waste is transported by Graham County to the Haywood County, White Oak Landfill (4407-MSWLF-1993) in
Waynesville, NC.
5. Facility staff stated they are working on the assessment report required by 15A NCAC 13B .0401(b).
Operations Inspection of the Transfer Station (3803-TRANSFER-)
6. Windblown litter was minimal and well managed at the time of inspection.
7. The facility has fire extinguishers located and on each side of the tipping floor entrance and a water hose for use
in the event of a fire.
8. The leachate collection system is connected to the Town of Robbinsville Sanitary Sewer System and appeared
to be functioning properly.
9. The trench drain at the entrance of the tipping floor appeared to be clear and functional.
10. A tire was observed in a recent load that had been deposited on the tipping floor. Facility staff also observed the
banned item and removed it from the waste during the inspection.
11. The push walls were in good condition and no waste was observed on top of them.
12. The facility has added steel plates to the girts on the outside wall of the loading bay to prevent waste from
accumulating on them. The steel plates create a triangle that blocks waste from settling on the cross members.
This change allows errant waste from the tipping floor to fall to the floor of the loading bay where it is cleaned
up between each trailer and at the end of each working day. Adding the plates has reduced the need for constant
cleaning and maintenance of the loading bay walls.
13. The receiving bay had minimal material on the floor at the time of this inspection.
