Jackson County submitted and implemented a new Landfill Gas Monitoring Plan as required by the April 13, 2017 inspection report due to exceedances of the methane LEL at gas probe GP-07. The implementation of the plan resulted in no exceedances of the LEL; therefore, the violation is resolved. OBSERVED VIOLATIONS: None Page 1 of 5 NORTIi CHROUNAD_E Q�� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on February 9, 2021. 2. Construction and demolition waste has been disposed of over MSW on the southwest side of the landfill. 3. Landfill gas monitoring is being conducted on a quarterly basis. Sampling occurred on February 8, 2018, May 21, 2018, August 15, 2018, November 5, 2018, February 6, 2019, May 5, 2019, August 8, 2019, December 5, 2019, February 24, 2020, May 9, 2020, August 18, 2020 and November 17, 2020. No exceedances of the LEL were identified in any of the reports from these sampling events. 4. Groundwater monitoring is being conducted on a semi-annual basis and the results are submitted to the section for the review. 5. The facility currently utilizes landfill gas for the Green Energy Park located adjacent to the facility. Landfill gas was also being flared at the time of inspection. 6. Edge of waste markers are installed around the perimeter of the landfill; however, some markers have been hit by machinery and need to be repaired or replaced. Repair or replace the damaged or missing edge of waste markers. 7. All groundwater monitoring wells were observed to be locked and had identification markings. 8. Rutting, which appeared to be from mowing equipment, was observed on the northeast side of the landfill cap. Repair the ruts to prevent channeling of storm water and the possibility of eroding the cap and exposing waste. 9. The landfill had good vegetative cover over the entire cap, and was last mowed in the Fall of 2020. 10. A 4"x4" wooden post, approximately 6 feet high, was observed protruding from the landfill cap near the southwestern corner of the landfill. Mr. Parker stated that he had been unaware of the installation of the post. The post was observed to be set in concrete. Later in the inspection, it was determined that a survey crew had installed the post without requesting permission from the Solid Waste Department. The survey crew stated that the post had been set approximately 2 feet deep. By February 19, 2021, contact Permit Engineer Allen Gaither at 828-296-4703, or via email at allen.gaither@ncdenr.gov, to determine the required steps and methods necessary to remove the post and repair the landfill cap. A follow up inspection will be conducted to ensure repairs have been completed as required. 11. A white milky liquid was observed emanating from the landfill approximately fifteen feet southwest of the 4"x4" post. Additionally, darker liquid was observed coming from the landfill approximately ten feet downslope from the white milky liquid. Excavate these areas to determine the source of the liquids and make the necessary repairs to the cap. A follow up inspection will be conducted to ensure repairs have been completed as required.
