Renewal Notification Forms must be submitted by June 1st. every year. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 – Facility has locking gate for security. 02 – Signage posted at gate. 03 – Road is made of all-weather materials (Gravel & Dirt). 04 – Edge of waste markers are installed. 05 – Waste is currently inside of the edge of waste markers. 06 – Required 25 ft. fire lanes between ALL windrows and surrounding windrows for firefighting equipment in the event of a fire, Still NEEDS IMPROVEMENT. 07 – Facility still has only turned a few of the old windrows to help the processing and/or removal of this waste. 08 – Mixing of the Yard Trash must go thru the composting procedures. This is an operational requirement of the Notification. 08 – This Inspection Report will be mailed to the Town Administrator (cbrown@murfreesboronc.net) due to there is currently no Public Works Director. 09 – A follow-up site visit will be conducted on 2/4/2021 to discuss issues and to provide documentation to Ms. Brown on how to manage this facility to prevent being in VIOLATION. Has a contractor looking to manage the facility. 10 – Covid-19 requirements were followed during this inspection. 11 – Digital pictures taken during this inspection and some are attached to this report. Not sure if temperatures have been taken to meet the 131 degree requirements. • Yard trash is being put on windrow with large waste. Maybe this windrow is going to be turned and compost made. Need all fire lanes to match the one in this picture. • Comingled vegetative waste. Large waste can be ground into mulch and distributed immediately.
