(Golder) has prepared this plan to replace two groundwater monitoring wells at the construction and demolition (C&D) unit. Wells MW-18R and MW-19 are the downgradient wells for the compliance monitoring network for the closed C&D landfill at the Permit No. 80-03 Rowan County Landfill facility in Woodleaf, North Carolina (NC). This plan was discussed in a telephone call and email correspondence on January 4, 2021. Additional groundwater assessment activities for this waste unit will be postponed pending groundwater sample analytical results from replacement monitoring wells. Monitoring well MW-18R is located close to the edge of waste between the waste unit and a sedimentation basin. During recent compliance monitoring events in 2019 and 2020, standing water has been noted in the vicinity of MW-18R and field parameters have been inconsistent at this location. Drainage around this area is not ideal for monitoring well placement due to the close proximity to waste and the sedimentation basin. It is possible that the standing water is impacting the well, and this location may not facilitate representative monitoring of the waste unit. Similarly, well MW-19 is located close to the edge of waste. Therefore, this location may also be unable to provide representative samples. To provide representative samples, the County is submitting this plan to replace MW-18R and MW-19 with wells MW-18R2 and MW-19R within the compliance boundary (i.e., 250 feet). The proposed locations are shown on the attached figure and have been field -verified for access. Slight modifications (i.e., <50') to these locations may be required for drilling rig access but will still be within the required 250 feet. Wells MW-18R and MW-19 will remain for the collection of water levels. We propose to install and develop these wells prior to completion of the second semi-annual groundwater monitoring event for 2021, which is typically performed in July/August each year. THE GROUNDWATER FLOW DIRECTION IS GENERALLY PERPENDICULAR TO THE GROUNDWATER SURFACE CONTOURS, SIMILAR TO THE RELATIONSHIP BETWEEN SURFACE WATER FLOW AND TOPOGRAPHIC CONTOURS. 6. SURFACE WATER MONITORING POINT SW-1 IS APPROXIMATELY 550 FEET OFF THE MAPPING LIMITS SHOWN AND IS COLLECTED FROM SECOND CREEK. 7. MONITORING WELLS MW-27A, MW-28 AND MW-6 ARE UTILIZED FOR WATER LEVEL MONITORING ONLY. 8. THE LOCATION OF THE FRENCH DRAIN MONITORING POINT IS APPROXIMATE. 9. MW-28R WAS INSTALLED JULY 11, 2017 TO REPLACE MW-28. MW-28 WILL CONTINUE TO BE UTILIZED FOR WATER LEVEL MONITORING. REFERENCE 1.
