PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 9 ADDITIONAL COMMENTS 1. Purpose of the inspection was for new inspector, David Powell, to see the facility location and inspector to meet transfer station staff. 2. Signs are installed at the facility entrance and by the scales as required by permit. Prohibited items and other pertinent information are on other signs along entrance. Facility is secured by a fence and gate. 3. Windblown waste was not an issue during inspection. Site was clean. Good job. Site has a maintenance program, in which, a contractor comes in addition to onsite staff and periodically grades rock road and yard, does trash pickup, mowing, and windblown. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 9 Back corner of property. Trailer staging area was clean and no leachate. Good job. 4. Perimeter fence has had silt fence added to help contain windblown each day and make easier to pick up. Good job being proactive. Trailer staging area has rock built up where rear tires go to make rear end of trailer higher than front. This helps a lot with ensuring leachate doesn’t leak out of trailers. Hilco to remove recycled waste to Sonoco, Raleigh, NC, and Stella for MSW waste to Sampson County LF. 6. Waste was observed building up inside the trailer loading area. It is recommended that drains and fenced areas be inspected before the end of each day to ensure that there is no waste build up. Leachate drains may become blocked due to this buildup of waste in loading bay. Leachate is piped to a tank that is pumped and hauled by Safety Clean, St Paul’s NC. This is done about twice a year. Waste build up in previous picture is mainly due to deflectors for trailer loading bay being damaged so they are not in proper placement currently. This allows for waste falling or being pushed over on the tipping floor to not be funneled into the trailer. It is causing trash to build up around trailer and it must be cleaned up more frequently, about every 3 or 4 trailers. The discussion with Mr. Hatmaker implied mid-January before parts are ready and then getting a group to install. It was decided that Mr. Hatmaker would keep David Powell informed and this repair should be completed by end of January and he would send pictures of the repairs when completed by end of January. Tipping floor has a small lane for recycle and the rest is MSW. No odors during inspection. Usually 2 operators onsite. Station is washed down ~ every 2 weeks. Deflectors are also installed around the top of the push walls to keep trash from becoming a problem behind them. Still they need to have some trash removed around sides from time to time. There was a small amount during inspection near office beside tipping floor. Be sure and clean end of each day. 10. Operating records were reviewed during this inspection, including waste screenings for 2020 and 2019, current permit, recent ops amendment and last FAR. Transfer Station Certificates were reviewed. Leroy Hatmaker expires on 10/19/2020; Jannie Locklear expires 2/9/2023; Amber Hunt expires 3/23/2022; Stephanie Walters expires 11/15/2021; Sinclair Nedd expires 6/20/2021.
