Department of Environmental Quality's Solid Waste Section has prepared draft Solid Waste Permit No. 0403-MSWLF-2010 that would allow Waste Connections to increase the allowed disposal rate at the existing Anson County Municipal Solid Waste Landfill from 3,000 to 6,000 tons per day. According to the North Carolina General Statute 130A-294(a3)(1)b(ii), the proposed increase to the disposal rate requires a new permit. Rules require that the public be given a 45-day period to comment on this draft permit. The comment period will begin on October 28, 2020, and end at 5 p.m. on December 14, 2020. Comments should be submitted in writing to Donna Wilson, project manager, by email at donna.wilson@ncdenr.gov or by mail at the address listed below. N.C. Department of Environmental Quality Division of Waste Management, Solid Waste Section 1646 Mail Service Center Raleigh, NC 27699-1646 A digital public hearing has been scheduled for November 12, 2020, at 6 p.m. Persons wishing to speak at the hearing should register online at: http://portal.ncdenr.org/webtwm/sw. The Anson County Landfill is owned and operated by Waste Connections of North Carolina, Inc., and is located at 375 Dozer Drive, north of US Hwy 74 and east of Polkton in Anson County. The landfill is currently permitted to dispose of 3,000 tons per day of municipal solid waste. The proposed draft permit would allow the landfill to increase the disposal rate to 6,000 tons per day. The existing disposal area is 133.10 acres, and the total facility property is 875.7 acres. This draft permit reflects the request made by Waste Connections to increase the disposal rate. This permit does not change the facility property boundary, disposal boundary or volume, service area or characteristics of the landfill's acceptable waste stream, which have been approved in previous permits. All data submitted by the applicant is available as part of the administrative record and may be reviewed during business hours (9 a.m. - 4 p.m., Monday -Friday, by appointment) at the Division of Waste Management, 217 West Jones Street, Raleigh, North Carolina.
