STATUS OF PERMIT: Date of Last Inspection: July 16, 2018 Original Permit to Construct (PTC)/Permit to Operate (PTO) Phase I issued February 19, 2010 Administrative Correction of Permit Number March 15, 2010 PTC Cell 2/PTO Cell 1 and 2 Issued June 2, 2015 PTC/PTO expired September 17, 2020. The Permit renewal paperwork has been submitted to the Section for approval. PURPOSE OF SITE VISIT: Partial Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None Pagel of 3 NORTH CAR()LINAD_E Q�� OepaNnent of Envieonmenbl W.I� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS On November 5, 2020, Amanda Thompson conducted an inspection of Weeks Sand Pit #2 LCID Landfill located at 20796 NC Hwy 24-27, Cameron in Harnett County. 1. The facility is a land clearing and inert debris (LCID) landfill. 2. Proper facility sign posted at the facility entrance showing the contact name and number in case of an emergency and the permit number. 3. The facility is properly secured with a locked gate. Personnel are on site during operating hours which are Monday through Friday from 8:OOAM to 5:OOPM. 4. The facility is permitted to receive waste generated within Harnett County, Wake County, Johnston County, Cumberland County, Sampson County, Moore County and Lee County. 5. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated soil, inert debris, and asphalt. 6. The facility site plan, operations plan, and permit were not reviewed with the site operator at this inspection. 7. The landfill working face was less than one acre and is being properly managed. 8. An area of erosion was identified along the northern side slope of the LCID. The northern side slope was also identified to be greater than 3:1. The erosion should be repaired, and the side slope regraded to achieve the proper slope. 9. Per 15A NCAC 13B .0566 (10), "Surface water shall be diverted from the working face and shall not be impounded over waste." An area of subsidence was observed in the southern portion of the LCID. The area appeared to be slightly wet, with no standing water. The area should be filled in and graded to promote drainage away from the LCID. 10. Digital pictures were taken during the inspection. 11. Corrective measures are necessary as a result of this inspection and should be completed within 30 days' receipt of this inspection report.
