Pursuant to 15A NCAC 13B .0201(g) and .0563(4), a complete permit review request for the next five-year phase of construction including updated facility and operational plans is due on or before 5 May 2023. This application must comply with the rules and regulations in effect at the time of the application. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a Land Clearing and Inert Debris Landfill. 2) This Facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated soil, and inert debris such as unpainted rock, brick, concrete, and concrete block. 3) This Facility is recorded with the Craven County Register of Deeds at Book: 3231 Pages: 712-725. 4) This Facility is permitted to receive waste generated in Beaufort, Carteret, Craven, Jones, Lenoir, and Pitt Counties. 5) The Facility is secured by means of a locked gate at the Facility entrance and has controlled access for safety. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 2513_INSP_20201105 Page 2 of 3 6) Proper signage was not present at the Facility entrance. *Within thirty days of receipt of this Facility Compliance Inspection Report, please repost proper signage at the Facility entrance listing the Facility name, permit number, emergency contact information, and listing the permissible/banned waste types. 7) The Facility access road is of all-weather construction and is being maintained in overall good condition at this time. 8) Markers have been placed delineating the permitted disposal area. 9) Outside slopes have been covered and graded at a slope not greater than 3:1. A cover crop of native warm season grasses and mixed coppice-type cover has been established on the outside slopes. 10) The Facility cover crop is mowed throughout the year as needed. Portions of the cover crop have recently been mowed. 11) The area around the toe of the landfill has been cleared to provide for free access around the site for Facility maintenance and inspection. 12) A Caterpillar D6K LGP Crawler Tractor is maintained on-site for compacting, cover, and grading operations. 13) Soil has been stockpiled on the top lift of the landfill for use in cover and grading activities. 14) Scrap asphalt has been staged in an area on the top lift of the landfill in an area adjacent to the working face for future grinding/crushing and re-use. *Please note that the State rules regarding recovered materials state that for a material to qualify as a recovered material, the majority of the material (75% or more) must be sold, used, or re-used within the calendar year of staging at the site. If the required volume of materials is not re- used within the calendar year, then the materials must be properly disposed at a Facility permitted to receive such wastes. 15) The waste type was reviewed. Overall, the waste type being disposed is LCID waste, however, a small load of unpermitted construction/demolition materials was observed disposed at the northern end of the working face during this Facility Compliance Inspection. *Within thirty days of receipt of this Facility Compliance Inspection Report, please remove this unpermitted waste and dispose of it at a Facility permitted to receive such wastes. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 2513_INSP_20201105 Page 3 of 3 16) The active working area is being managed in a compact and manageable size and cover appears to be applied as required.*Please continue to ensure that all waste is covered with one foot of suitable soil monthly, or when the active working area reaches one acre in size, whichever occurs first, or more often when necessary to prevent the site from becoming a nuisance or to mitigate conditions associated with fire, windblown materials, vectors, or excessive water infiltration. 17) No off-site erosion was observed during this Facility Compliance Inspection. 18) *Corrective actions are required as a result of this Facility Compliance Inspection Report.
