This request is based on our previous discussions, a change in site conditions due to re- development and data results collected previously from the site. The following sections provide background information and justification details for the request. Background Information The current compliance monitoring program consists of quarterly landfill gas monitoring and semi- annual groundwater and surface water monitoring, including sample collection from an on -site seep. Landfill detection monitoring for groundwater and surface water includes analysis for Appendix I VOCs, metals and the wet chemistry parameters of total dissolved solids and sulfates. Semi-annual monitoring reports have been provided to the North Carolina Department of Environmental Quality (NCDEQ) with the latest covering the April 2020 sampling event. A brownfield permit was issued for the site resulting in the construction of three baseball/softball fields 1 Ms. Jaclynne Drummond Monitoring Program Reduction Request Former BASF Closed Industrial Landfill (11-02) October 20, 2020 and supporting parking. To facilitate property development, a very significant amount of fill material was imported to the site (source unknown) to establish grades required for the improvements. This work was completed inside the facility's permitted waste boundary. During grading operations, groundwater monitoring wells MW-3 and MW-6 (background well) were destroyed. Accordingly, compliance monitoring reports beginning with the April 2017 sampling event have not included these wells. In addition, landfill gas monitoring well LG-1 was destroyed at an unknown time by road construction activities performed between March 2019 and June 2019 and based on a recent report provided to BASF (Work Plan for Limited Soil Assessment (Rev1), S&ME, August 20, 2020), it appears LG-7 and LG-8 may be impacted during pipeline installation. Monitoring Program Reduction Request The post -closure permit requires semi-annual groundwater monitoring from the site network consisting of MW-3, MW-4R, MW-5 and background well MW-6 and surface water sample locations (SW-1 and DW-2) in Hominy Creek. In a letter dated November 4, 2010, the NCDEQ Solid Waste Section requested the collection of an additional surface water sample from a seep area at the site in conjunction with the semi-annual groundwater sampling events for a minimum of 5 years. Landfill gas monitoring wells were installed in 2010 with initial sampling beginning in December 2010. BASF herein requests the following: • quarterly landfill gas monitoring be modified to semi-annual monitoring; • elimination of the seep sampling requirement; • semi-annual groundwater and surface water monitoring be modified to annual monitoring and VOC monitoring requirements be removed. Details for these requests are provided below. Landfill Gas Monitoring As noted above, landfill gas concentrations are currently monitored quarterly with well LG-1 being destroyed in 2019 from construction related activities and therefore, no longer monitored. Figure A depicts landfill gas monitoring well locations. Table A contains historical (2010 — 2020) monitoring data for the landfill gas wells. No landfill gas monitoring wells have exhibited a concentration greater than 0.02% LEL at the site since 2010. Given these very low-level historical detections and no future detections are planned, the concentrations are stable and do not pose a risk to the public or the environment. Based on this information, BASF requests that the monitoring frequency for landfill gases be reduced to semi-annually. Seep Monitoring As noted above, the NCDEQ Solid Waste Section requested the collection of an additional surface water sample from a seep area at the site for a minimum of 5 years in a letter dated November 4, VA Ms. Jaclynne Drummond Monitoring Program Reduction Request Former BASF Closed Industrial Landfill (11-02) October 20, 2020 2010. Since that time (i.e., over the past 10 years), only acetone and benzene have been observed above laboratory detection limits. Table B includes seep sampling data since April 2011. Acetone, which is not a site constituent of concern, was only detected in the April 2019 and October 2019 sampling events at estimated concentrations (1.2J ug/L and 2.6J ug/l, respectively). Concentrations of acetone within 10% of the detection limit or instrument blank are considered laboratory contaminants. Remaining results for acetone were below the laboratory detection limits that range from 0.7 ug/L to 10 ug/L. Benzene was initially detected at an estimated concentration (0.9J in 2011) and the only subsequent detections were in April 2013, May 2014 and April 2019 at concentrations of 1.2 ug/L, 0.81 J ug/L and 0.05J ug/L, respectively. All remaining results were below the laboratory detection limit. It should also be noted that detected and estimated results for benzene are within 10% of the detection limit. Based on this information, the concentrations are stable and do not pose a risk to the public or the environment. BASF requests that seep sampling be removed from the compliance monitoring program. Surface Water Monitoring The location of the BASF Enka Landfill monitoring wells and surface water/seep sample points are provided on Figure B. As stated previously, the compliance monitoring program includes surface water sample locations SW-1 (upstream) and DW-2 (downstream) in Hominy Creek. Table B contains VOC surface water sampling data for the previous seven years (i.e., since 2014). For SW-1, two VOCs were detected at estimated concentrations. Acetone was observed at estimated concentrations during the October 2017 (3.1 J ug/L), April 2019 (2.3J ug/L) and April 2020 (0.9J ug/L) events and 1,2 dichloroethane was observed at an estimated concentration during the April 2019 (0.05J ug/L) event. For DW-2, acetone and 1,2 dichloroethane detections mimicked those of the upgradient sample location with the exception of acetone detected at 1.3J ug/L during the October 2018 sampling event. Cis-1,2-dichloroethane was detected in DW-2 during one event (October 2019) at an estimated concentration (0.05J). A review of inorganic and wet chemistry data (Table C) since October 2014 indicates the concentrations are relatively stable with some outliers present that may be due to turbidity or site construction activities. Based on this data review, VOCs have not been detected above reporting limits and upgradient sample results closely mimic downgradient results. In addition, the distribution of inorganic and wet chemistry parameters remains relatively consistent. Based on this information, the concentrations are stable and do not pose a risk to the public or the environment. BASF requests that surface water sampling be modified to annual sampling and VOC monitoring be removed for surface water. 3 Ms. Jaclynne Drummond Monitoring Program Reduction Request Former BASF Closed Industrial Landfill (11-02) October 20, 2020 Groundwater Monitoring As noted above, the groundwater compliance monitoring program includes monitoring wells MW- 3, MW-4R, MW-5 and background well MW-6, with MW-3 and MW-6 (background well) destroyed during site grading operations from brownfield development activities. Historical VOC groundwater results from 2014 to present are provided in Table B. There were no Appendix I detections above the 15A NCAC 2L (2L) standards in groundwater since 2014. Samples collected from MW-4R and MW-5 continue to be analyzed for the inorganic and wet chemistry constituents. Historical data from 2014 to present for inorganic constituents are presented in Table C. Consistent unqualified detections of barium, cobalt, sulfate, and total dissolved solids are observed in the data. Results for other constituents vary from non -detect, estimated, and occasionally detected values above the reporting limit. Appendix I VOCs have not been detected above 2L groundwater standards and the distribution of inorganic and wet chemistry parameters remain relatively consistent. Based on this information, the concentrations are stable and do not pose a risk to the public or the environment. BASF requests that groundwater sampling be modified to annual sampling and VOC monitoring be removed for groundwater. Thank you for considering BASF's request. Implementation of the proposed sampling modifications would result in the next groundwater and surface water event occurring in April 2021 and continuing on an annual basis. We would also propose to conduct to conduct the next landfill gas monitoring event in April 2021 with continuation on a semi-annual basis.
