Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 4 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on October 13, 2020. 2. The facility hours of operation are Monday through Friday 7:30 am to 4:30 pm and Saturday 8:00 am to 2:00 pm. 3. The waste collected at the facility is transported by J&B Disposal, Inc. to the Macon County Landfill (5703- MSWLF-1992) Records Review 4. Tonnage records were reviewed from the FY2019-2020 Facility Annual Report. The facility received 9,496.57 tons of waste from July 1, 2019 to June 30, 2020. 5. Waste screening forms were reviewed and they showed the final disposition of any unacceptable material that was found. 6. Leachate pumping records were available for review. B&B Concrete Products pumped the leachate tank on April 23, 2019, September 25, 2019, December 31, 2019, February 17, 2020, May 20, 2020, and July 7, 2020. 7. Certified Transfer Station Operations Specialists: • Tracy Sellino (expires August 14, 2021) • Dakota Webb (expires September 15, 2022) • Anthony Holland (expires February 8, 2023) Operations Inspection of the Transfer Station (5704T-TRANSFER-2008) 8. Commercial and residential customers dump their waste directly on the tipping floor Monday through Friday. The transfer station tipping floor is not open on Saturday and customers dump their waste in a roll off container located to the north of the scale house. 9. Windblown litter was minimal and well managed at the time of inspection. 10. Minimal material was observed on the loading bay floor and staff stated that bay is cleaned at the end of each working day. 11. The trench drains were clear and appeared to the working properly. 12. The tipping floor and push walls were in good condition and no unapproved material was observed on the floor at the time of inspection. 13. Electronics are collected in a roll off container on the west side of the transfer building. The electronics are taken to the Macon County Recovery Center in Franklin for packaging. 14. The facility has two concrete pads with leachate collection where loaded trailers are parked awaiting transfer to the Macon County Landfill. No trailers were parked on the pads at the time of inspection. Operations Inspection of the Yard Waste Treatment and Processing Area 15. The facility collects land clearing debris and yard waste to the southwest of the transfer building. Per the Operations Plan: "Yard waste, clean wood waste, and pallets will be ground and used on site as ground cover or as a soil amendment, or it is taken to the yard waste facility at the Macon County MSW Landfill to be mixed in with the other grindings to be used as an alternative daily cover." 16. No unapproved material was observed in the stockpiles at the time of inspection and the Yard Waste Treatment and Processing Area was well managed at the time of inspection. Operations Inspection of the White Goods. Tire. Used Oil. Convenience and RecvclinLF Areas 17. Used oil, filters, and cooking oil are collected at the site. Used oil and filters are collected by Enterprise Oil in Knoxville, TN for recycling. 18. White goods are collected on a concrete pad and are taken to the Macon County Landfill for refrigerant extraction. White goods containing refrigerants were observed to be stored upright. 19. One tire trailer was staged to the north of the scale house to receive incoming scrap tires and no tires were stored outside the trailer. 20. A trailer for collecting cardboard is adjacent to the tire trailer. The cardboard is sent to the Macon County Recovery center for further processing. A small amount of cardboard and polystyrene foam was observed Page 2 of 4 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section outside the trailer. Please remove the material outside the trailer and place it in the proper location to prevent it from becoming windblown litter.
