Resolved: 15A NCAC 02C.0108(k) cited for failure to lock all non-water supply wells to protect against unauthorized access and use. In addition to groundwater wells being secured, all landfill gas wells observed have been secured with a padlock. Resolved: 15A NCAC 02C.0108(l) cited for failure to protect all non-water supply wells with a steel outer well casing or flush-mount cover, set in concrete, and other measures sufficient to protect the well from damage by normal site activities. All landfill gas wells observed have a steel outer well casing and are set in concrete. 3. Resolved: 15A NCAC 02C.0108(o) cited for failure to have a permanently affixed identification plate on all non-water supply wells. In addition to groundwater wells having a permanently affixed identification plate, all landfill gas wells observed have an identification plate that has been firmly affixed to the well casing. OBSERVED VIOLATIONS: None. ADDITIONAL COMMENTS On September 16, 2020 Chuck Kirchner met with Richard Hill, Emily Ball and Rodney Foust to conduct a comprehensive inspection of the Alamance County Austin Quarter Solid Waste Management Facility on Austin Quarter Road in Graham, Alamance County. General Site Comments 1. The facility consists of a municipal solid waste (MSW) landfill, a construction and demolition debris (C&D) landfill, a yard waste (YW) management operation, an uninhabitable mobile home processing operation (T&P), a postconsumer recycled asphalt shingles (PRAS) operation and a Temporary Disaster Debris Staging Site (TDDSS). 2. The facility operates a source-separated recycled materials processing building. Segregated loads of recyclable materials include cardboard, paper, plastic, metal and glass. Alamance county residents can drop off recyclables at the landfill entrance near the scale house or convenience centers located within Alamance County. The recyclable material is baled and hauled off site. 3. Mr. Hill stated that the landfill is in the process of switching the recycling into a single stream recycling. Preliminary electrical work has been done on site in the recycling area since last inspection. 4. The facility is permitted to receive waste from Alamance County. 5. The facility is open Monday through Friday 7:00 am to 4:30 pm and Saturday 7:00 am to 12:00 pm. 6. The facility permit, site plan and operations plan were discussed. 7. Permit to Operate (PTO) shall expire December 16, 2020. Alamance County Landfill has a ‘Life of Site’ permit currently under review. 8. The facility has installed an electronic overfill prevention system at the leachate storage tank sump. The overfill prevention system is a level sensor that sends a signal to a tank level data readout pad. At the time of the inspection, data readout pad read 9.55 feet which means there was 4.78 feet of leachate in each tank. Tank levels are not allowed to be over half full according to facility staff. 9. Synagro Residuals Management Company is currently contracted to manage leachate from the leachate storage tanks. The leachate storage tanks are sump pumped out and the leachate is hauled to the East Burlington Wastewater Treatment Plant (WWTP). Typically, Synagro Residuals Management Company hauls every other day and 9 to 12 loads (~6,500 gallons each load) are hauled per week depending on rainfall. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 5 10. Edge of Waste (EOW) markers are delineated by white PVC pipe. 11. Facility is required to maintain unobstructed pathways so that groundwater wells, landfill gas monitoring wells and surface water sampling locations remain accessible. During this inspection MW-7, MW-53, MW-54, MP-7, MP-7A, MP-8, MP-9, MP-10 & OW-5-7 were observed. All pathways to wells observed were regularly maintained and easily accessible. 12. Tipping fee increased in January 2020 from $38 per ton to $40 per ton according to facility staff. 13. The facility is secured by a locked gate. Facility personnel are on site during operating hours. 14. The facility has a proper sign. 15. Austin Quarter MSW landfill is currently in the process of remodeling the convenience center. 16. The facility has a convenience center located adjacent to the scale house. The convenience center has segregated areas for each recyclable material stream and a container for local resident MSW waste. 17. The facility manages white goods in a building adjacent to the office. Facility personnel extract the chlorofluorocarbons (CFC’s). 18. Scrap tires are stored in three trailers located adjacent to the recyclable building, southwest of the office. Scrap tires are hauled off by Central Carolina Tire Disposal, Inc. The facility has been receiving a larger number of tires in per day since the COVID pandemic. Some tires were piled outside of the trailers. Ms. Ball stated that all tires are loaded onto the trucks and hauled off site every two to three days. Records Review 19. The following employees are certified operators: a. Richard Hill, Certified Manager of Landfill Operations, Certificate No. 1338341, exp. 6/14/2021 b. Emily Ball, Certified Landfill Manager, No. 1669581, exp. 6/10/2022 c. Rodney Foust, Certified Landfill Manager, No. 818577, expired 08/20/2020 d. Jeffery T. Apple, Certified Landfill Manager, No. 950297, exp. 06/06/2023 20. The facility also employs 17 Landfill Operations Specialists which appears to be accurately reflected in the 2019-2020 Facility Annual Report except for Johnny Shields who retired. In addition, two new Landfill Operations Specialist have been added since the annual report: a. Jeffery Casey, LF-2020025, exp. 8/21/2023 b. Tyrone Whitfield, LF-2020026, exp. 8/21/2023 21. Site currently operates under two erosion control permits: ALAMA-2016-009 which covers the C&D Landfill area and ALAMA-2010-022 which covers the borrow area. 22. The facility maintains waste screening reports. A minimum of 1 percent of the vehicles received (weekly) are required to be screened. Records were observed for July 31, 2019 through May 5, 2020. 23. The facility maintains semiannual groundwater, surface water and leachate test records. Samples are collected by Buxton Environmental, Inc. and are analyzed by Shealy Environmental Services, Inc. Records for groundwater, surface water and leachate were observed for October 24, 2019 and May 8, 2020. An exceedance is noted on each report. Groundwater and surface water samples are being analyzed for 1,4-Dioxane. 24. Leachate is sampled at the same time the groundwater wells are sampled and results are included with the groundwater report. 25. The facility leachate lines were flushed and TV inspected on January 9, 2019 by C&J Utilities, Inc. 26. Leachate storage tanks are inspected weekly. Leachate storage tank weekly inspection records were observed from June 10, 2019 to September 14, 2020. 27. The amount of leachate hauled from the landfill to the WWTP from July 2019 to June 2020 is 2,879,447 gallons. This 15% decrease since previous year is due to significant rainfall, to include Hurricane Florence and Matthew, in 2018 according to facility staff. 28. The facility Industrial User Pretreatment (IUP) Permit No. 0025 was issued by the WWTP on July 1, 2016 and expires on June 30, 2021. 29. The facility maintains quarterly landfill gas monitoring records. Monitoring is conducted by Municipal Engineering Services Company (MESCO). Records were observed for June 6, 2019, August 29, 2019, December 23, 2019, February 27, 2020 and May 27, 2020. No LEL exceedances noted on observed reports. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 5 30. The facility has two trucks available for dust control. 31. Access roads are made of all-weather construction. The facility has funding approved to repave existing access roads. 32. Facility is designing a new entrance and scale-house for this site. According to facility staff this is to manage residential waste in a more efficient manner. Re-routing residential traffic will help reduce congestion at the working face. All plans will be submitted and approved by SWS Permitting prior to start of construction according to facility staff. 33. The facility maintains records of chlorofluorocarbons (CFC’s) removed from white goods. Records were observed for March 2019 through June 2020. 34. The following are personnel certified to extract CFC’s: a. Jesse Ayers, Universal Technician (40CFR Part 82, Subpart F), Certificate No. 639805102950. b. Scott Debien, Type I Technician (40CFR Part 82, Subpart F), Certificate No. 930535102950. Municipal Solid Waste Landfill (MSW) 35. The current working face is located in the southern corner of the basin in Existing MSW Cell 1A. Final areas in Phase 1, 2, and 3 have been filled in and need additional seeding and mulching. 36. The facility maintains records of the amount of solid waste received. The facility annual report (FAR) dated July 31, 2020 was received by the SWS. The amount of MSW received for July 1, 2019 through June 30, 2020 is 118,019.03 tons. 37. The working face was small and compact. Observed posi-shell coating being sprayed on compacted waste to the west of the working face during this inspection. 38. The facility is permitted to use tarps as alternative cover. Two 100’ x 100’ tarps are currently available for use. 39. Soil cover is required to be applied within a 7-day period. 40. No windblown material was observed this inspection. 41. The facility is permitted to co-dispose of wastewater treatment sludge. Wastewater treatment sludge is not accepted according to facility staff. 42. Repair eroded rills on landfill cap and continue to seed and mulch until cap is stabilized with vigorous permanent grass cover. No exposed MSW observed in eroded rills. 43. MSW waste material is currently being placed in the Phase 4/Vertical Expansion Area 1-5 in Existing MSW Cell 1A stormwater basin. Mr. Hill stated that the rain cover is being removed prior to filling. 44. There is no physical barrier in-place between the working face and the remaining rain cover to separate leachate from stormwater on the rain cover. Therefore, any liquid that is on the rain cover is managed as leachate and is fed to a sump and pumped to the leachate storage tanks. Prior approval will be required from the Solid Waste Section if Austin Quarter Landfill would like to install a physical barrier to separate leachate and stormwater in this area. 45. Leachate from Phase 2 is pumped directly to the storage tanks. The storage tanks gravity feed to a sump (connected to both tanks, maintaining uniform volume in both tanks). Construction & Demolition Landfill (C&D) 46. The C&D Landfill is permitted to operate Phases 1 and 2 and construct Phase 3. 47. The facility is approved to accept C&D, inert debris, land clearing debris (LCD) and (used) asphalt. 48. C&D Landfill has not been used since September 18, 2017. 49. The facility annual report (FAR) for the C&D Landfill dated July 31, 2020 was received by the SWS. Facility throughput for July 1, 2019 through June 30, 2020 was 0.00 tons. 50. The facility is approved to conduct a PRAS operation at the C&D landfill. Ms. Ball stated that the facility does not conduct the PRAS operation. 51. Good grass cover observed on C&D Landfill cap. 52. Continue to repair any eroded rills and seed and mulch any bare areas per permit requirements on C&D Landfill cap. The YW management operation is located north of the MSW landfill, near the access road to the leachate storage tanks. 54. The area available for the YW management operation is ~1.5 acres. 55. The facility is permitted to maintain up to 1,000 cubic yards of YW prior to grinding. 56. Only a small amount of land clearing debris (LCD) observed on site during this inspection. 57. This area can be used for disaster debris prior to the activation of the temporary disaster debris staging site (TDDSS), number DS01-005. 58. 1,530 tons of material currently on site according to facility staff. 59. Facility staff stated that all mulch is used on site to stabilize roadbeds or for other uses at the landfill at this time. Mobile Home Processing Operation (T&P) 60. All mobile homes are brought to the working face of the landfill and deconstructed to recover recyclable materials. 61. From June of 2019 to present approximately 13 mobile homes were brought to the landfill according to facility staff. No mobile homes were observed on site during inspection. Temporary Disaster Debris Staging Site (TDDSS) 62. TDDSS 01-005 is currently inactive. 63. Ensure laydown area is graded level and area remains accessible for use as previously discussed at the facility.
