No Permit Required. PURPOSE OF SITE VISIT: Comprehensive (Covid-19) Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 – This Comprehensive (Covid-19) Facility Compliance Inspection was conducted to evaluate the progress made on the removal of old Yard Waste that had been stockpiled from past years. 02 – Approval was granted to conduct a burn of the large material that had been there for years. 03 – The Division of Air Quality and The NC Forestry Service were contacted for Approval. 04 – Non-conforming solid waste has been removed from the old waste and better screening of the waste is currently being implemented by the Town of Edenton Staff. 05 – Ash from the burn will be land applied on a Division of Water Resources Permitted wastewater land application site. Has been applied. 06 – Approval was granted from David May, Division of Water Resources Supervisor in the Washington Regional Office. 07 – No Waste Management Plan for the land application of the ash was required by Adam Ulishney of the Division of Waste Management, Solid Waste Section, Environmental Compliance Branch in the Raleigh Central Office. 08 – Katy Shook, NC Cooperative Extension Agent in Chowan County was brought in to assist if a Waste Management Plan was needed. Katy did however provide a land application rate on paper. A copy was sent to John College for files if needed, 09 – There is still one pile of old material to be burnt. 10 – Edge of waste markers have been placed on the perimeter to ensure that no waste is put into the 100 year floodplain. 11 – Windrows are being constructed to make compost from the grass clippings, leaves and pine straw, and small shrubs. These items MUST be composted. 12 – Land Clearing Debris can be ground into mulch and distributed as is. 13 – If all debris are comingled during the grinding process they all must be composted. 14 – Large tree limbs associated with Hurricane Isaias are stored on this Yard Waste Site and are being kept separated from the normal debris pick up from the Town of Edenton in the event there is a declared disaster for Chowan County for FEMA funds. Site has an old TDDS site at this site. 15 – It was noted that this site is using a bulldozer to construct and turn the compost windrows. 16 – The town has a front end loader on a backhoe and that would better serve the construction and turning process. More so, the turning process. 17 – Temperature probe has been purchased and was calibrated with John College’s temperature probe. The probes were 2 degrees apart. That was good. Some checks were equal. 18 – Temperature probes MUST be calibrated yearly and documented. Using ice water is an acceptable process for calibration. To be reviewed during an Inspection. 19 – Remember to start using a form for all active windrow temperature readings to ensure requirements for compost are met. Keep records of cubic yards brought in and removed. To be reviewed during an inspection.To be reviewed during an Inspection. 20 – Signage for compost windrows have been ordered and will be placed at active windrows. 21 – Still need to add the emergency contact information on the entrance sign. 22 – This site is not open to the public. 23 – Site has a locking cable the is kept locked unless staff is onsite. 24 – Road maintenance is needed at the entrance to divert stormwater from ponding. 25 – Site is looking better each inspection.
