ACCEPTABLE WASTE The Richmond County Transfer Station in accordance with 15A NCAC 13B.0402 (1) shall only accept waste that it is permitted to receive. The Transfer Station currently accepts MSW from municipal, residential, commercial collections. In addition, Commercial, C & D materials and Industrial waste are also accepted. 15. TONNAGE ESTIMATES The amount of disposable waste received can fluctuate on any given day / week depending on various factors. However, over the last two years we have averaged @ 125 to 140 tons per day (based on 5-day work week average). 16. SERVICE AREA The current service area for the Transfer Station Facility will be Richmond County, NC. This includes all municipalities and industries within the counties borders. 17. TRANSFERABLE FACILITIES All waste generated and handled at the Transfer Station Facility in Richmond County shall be transported to an approved MSW landfill. Richmond County currently has a contract with Uwharrie Environmental Landfill in Mount Gilead, NC to accept all waste generated and handled by the Richmond County Transfer Station. This contract expires on July 1, 2023. 18. EQUIPMENT / FACILITIES Richmond County owns a covered Transfer Station and as previously mentioned it is operated by Uwharrie Environmental. Waste that is transported into the facility is dumped onto the tipping floor where it is then loaded into tractor trailers for transport to the landfill. Two front end waste loaders (equipped with solid tires) are utilized to load the tractor trailers. Richmond County provides and maintains a fleet of 4 tractor trailers that haul waste daily to the RICHMOND COUNTY GOVERNMENT Jerry L. Austin Public Works Director Bryan K. Leggett Assistant Public Works Director Page 4 of 13 landfill. In addition, a certified set of scales is provided to weigh in and out all waste transporting vehicles. This scale-house is staffed at all times and waste is accepted daily by an NCDOA licensed weighmaster. The Transfer Station Facility, as aforementioned, is operated by Uwharrie Environmental, therefore, cleanliness and general everyday maintenance is conducted by their personnel. A water source is provided at the Transfer Station Facility for washing down and maintaining the tipping floor and surrounding area(s). Upon request, the local fire department is available to assist staff by providing a truck to spray down the transfer station floor and any other area(s) needing attention. Since the Transfer Station Facility is enclosed and Richmond County operates 4 tractor trailers that keep up with the waste stream on a daily basis, there is very minimal contact with rainwater if any at all. The tipped waste is confined to the covered area of the Transfer Station Facility. However, in the event rainwater does come into contact with waste, it is collected as leachate and contained in a tank at the rear of the Transfer Station Facility for proper disposal. 19. Site Security / Access For security purposes and to prevent unauthorized access to the Transfer Station Facility, there is a gate that remains locked at all times during non-business hours. This gate is located at the entrance to the facility and only approved personnel have the ability to open and close it at any given time. As for access, all roads to the Transfer Station Facility are paved with asphalt along with the staging area in front of the tipping floor. The drives leading to the loading area are also all covered with asphalt. This site operates 6 days a week and the Hours of Operation are Monday – Friday 8:00am-5:00pm and Saturday from 8:00am-1:00pm for all residential waste. For C & D / commercial / industrial waste hours are Monday –Friday 8:00 to 4:30 pm and Saturday 8:00 am to 12:30 pm. 20. Signs / Guidance Upon entering the site, adjacent to the entry gate, there is a 4’ x 8’ sign listing name of facility, permit # and hours of operations. Emergency contact numbers are listed on the entrance gate. Once you enter the site and reach the scale-house you will see 4’ x 8’ sign next to RICHMOND COUNTY GOVERNMENT Jerry L. Austin Public Works Director Bryan K. Leggett Assistant Public Works Director Page 5 of 13 the scales that lists materials accepted and the associated tipping fee. The Transfer Station Facility has a sign located on the exterior wall that lists unacceptable items. In addition, loads are screened at the drop-off point by the Transfer Station Operators to prevent any illegal waste from being disposed. 21. Personnel The Richmond County Transfer Station shall be managed offsite by a general manager employed by Uwharrie Environmental. However, the day to day operations (i.e. loading and unloading of solid waste) are managed on site by a certified Transfer Station Operations Specialist employed by Uwharrie Environmental assisted by Richmond County certified personnel. All certified personnel have been properly trained in the safety and inspection procedures of waste monitoring. It is these individuals’ responsibility to coordinate the movement of vehicles into and out of the Transfer Station Facility in a safe and timely manner. 22. Operations Description All collection vehicles enter the Transfer Station Facility via the main gate (only viable vehicle entrance into the sight). The paved access road (@ ¾ mile) leads to the scale-house where all disposal vehicles must be weighed in and out. From here they travel to the Transfer Station Facility for final waste disposal (@ 300’). The Transfer Station Facility contains 8’ high concrete walls along both sides of the tipping floor that run all the way to the loading bay. All acceptable waste (MSW, commercial, C&D, industrial, etc.) is placed on the tipping floor for temporary storage. At the end of the tipping floor you will find a “recessed” loading bay where tractor trailers pull under for loading of all acceptable waste materials. The Transfer Station Operator shall be responsible for direction of traffic flow into and out of the tipping floor area. Ample space is provided to allow for 2 vehicles, regardless of size, to dump at any given time. During times of heavy traffic volume, drivers are directed to hold in a staging area adjacent to the Transfer Station until it is safe to enter the area. Once a vehicle enters the tipping floor area, the driver and any passengers are asked to remain in the vehicle at all times unless they have to exit temporarily to unlock a tailgate, roll tarp, etc. Safety vests are required for anyone exiting their vehicle on the tipping floor. Leggett Assistant Public Works Director Page 6 of 13 When a vehicle is in position and waste discharge on the tipping floor is complete, the vehicle is then instructed to exit the area. The Transfer Station Operator then pushes the waste up into piles where it is temporarily stored for loading. A tractor trailer driver will then pull into the loading bay area where the waste is then loaded onto the trailer and compacted for final disposal to the landfill. 23. MSW and C&D The Transfer Station Facility accepts both MSW and C&D materials. These materials once placed on the tipping floor are comingled and not separated by type. Both types of waste are simultaneously loaded onto tractor trailers upon their arrival and transported directly to the Uwharrie Environmental landfill. 24. Load Screening for unacceptable waste Access to the Transfer Station Facility is controlled by the scale-house operator. All waste entering the Facility must pass the scale-house prior to entering the tipping floor area. As waste is deposited onto the tipping floor, the materials are visually inspected by properly trained Transfer Station personnel. In the event unacceptable waste is observed being disposed, the driver of the vehicle will be instructed to terminate unloading and the unacceptable waste will be loaded back into the vehicle for removal from the site. In addition, the Transfer Station Facility operator shall, at a minimum, randomly select (1) vehicle per day for random waste screening. The waste from this load shall be placed on the tipping floor and spread out separate from other waste. The attendant shall then inspect the randomly selected load and document on the load inspection form any and all findings. These forms shall be retained by the Transfer Station Facility personnel for future inspections. Any loads containing Hazardous Waste shall be immediately loaded back into the truck from which it was disposed and the tipping floor cleaned. Repeat offenders of unacceptable waste will be denied any further access to the Transfer Station Facility and the local NCDENR office shall be notified should any further investigation be needed. Section 20 (Waste Acceptance Criteria) shall be adhered to at all times by the Transfer Station Facility Operator and all employees. RICHMOND COUNTY GOVERNMENT Jerry L. Surface Water Areas adjacent to the Transfer Station Facility are graded away from the tipping floor area and drain via sheet run-off or through drainage channels. Standard erosion control and sedimentation control practices such as ensuring sufficient vegetation on slopes and proper directing of storm water run-off have been implemented and are being adhered to. In addition, surface drainage berms, curves, inlets have been installed to ensure leachate does not enter the storm drainage system. 26. Leachate collection / storage / disposal The Transfer Station Facility shall be operated to prevent storm water / rainwater run-off from coming into contact with any waste and to contain and properly dispose of “washdown” water. The Transfer Station Facility is an elevated, covered facility capable of preventing any intrusion of storm / rain water with the waste stream. Surface water will be controlled on site to promote drainage away from the facilities. Run-off from the tipping floor, wash water and any contaminated rainfall will be treated as leachate. The leachate shall be collected in a holding tank located at the rear of the Transfer Station Facility and pumped out on an as needed basis. The material will then be transported to an approved wastewater treatment facility for proper disposal. 27. Cleaning / Washing of Tipping Floor / Noise / Vectors/ Odors The tipping floor and Transfer Station loading bay will be completely emptied at the end of each work day. Disposable waste will not be allowed to remain on tipping floor during non-work hours. Transfer Station Operators will ensure all the waste is properly placed into tractor trailers for adequate disposal. Periodic washing of the tipping floor shall be conducted on an as needed basis with the assistance of the local fire department. All wash water will be collected in the holding tank and disposed of at a wastewater treatment facility. The Transfer Station Facility will provide vector control measures for human health protection of all employees and visitors that frequent the facility. Vectors are defined but not limited to flies, mosquitoes, rodents, or any other animals and insects capable of transmitting RICHMOND COUNTY GOVERNMENT Jerry L. Austin Public Works Director Bryan K. Control of vectors will be maintained by following the daily cleaning program that includes removal of waste and wastewater from the Transfer Station Facility operating areas. Waste removal from the tipping floor each day will protect against any ingress and egress of vectors into the facility. Insecticides and pest control specialists can be utilized should the need arise. Daily noise issues at the Transfer Station Facility will be minimal. Routine vehicle and equipment operations that occur during daily operations will generate the majority of noise created. Most all of the noise will be equipment and engine generated and confined to the interior of the Transfer Station. Odors are controlled by the prompt unloading of waste from the receiving vehicles and transfer to the waiting tractor trailers for final disposal. The Transfer Station Facility is open in the front and at the loading bay location allowing fresh air to pass through at all times. Any waste that is loaded onto tractor trailers and is not delivered to the landfill for disposal on any given day, whether due to being loaded late, holiday closing and / or weekend closing, will be covered / tarped and delivered immediately the next working business day. Odors at the Transfer Station Facility have not been an issue anytime in the past. If the need arises, proper odor control procedures will be followed. However, due to the nature of the normal Transfer Stations operations (waste not on the tipping floor more than a couple of hours) an odor control system is not required at this facility. 28. Litter / Dust control All incoming waste disposal vehicles are required to have their loads secured upon arrival to prevent any materials from escaping the transport vehicle. Two preventive methods are transporting waste in an enclosed vehicle or tarping of the load in open bed vehicles. In addition, all outbound waste is also required to be secure for transportation. Throughout the day and at the end of each workday, Transfer Station personnel shall monitor the grounds and surrounding area for any windblown litter. Roadside monitoring and cleanup is also conducted to maintain a litter free site. Since the Transfer Station is enclosed on three sites, windblown litter should be kept to a minimum and not constitute any major problems. However, any litter that has escaped the tipping floor area will be collected and disposed of properly. RICHMOND COUNTY GOVERNMENT Jerry L. Austin Public Works Director Bryan K. Special Waste Handling Special Waste handling in Richmond County includes: Scrap Tires, White Goods, Scrap Metal, Electronics, Yard waste, Pallets, Used Motor Oil and single stream recyclable materials. Scrap Tires Scrap tires are collected at a location adjacent to the Transfer Station Facility. There are two trailers designated for acceptance of all scrap tires brought to the facility. The trailers are situated to where the individual disposing of the scrap tire(s) can roll the tires into the back of the trailer and leave them in a stacked position. Once each trailer is completely loaded, it is then hauled off to an approved scrap tire disposal location currently Central Carolina Holdings, LLC in Cameron, NC. White Goods / Scrap Metal White Goods and Scrap Metal are accepted and placed in a collection area beside the scrap tire trailers. An elevated concrete pad is surrounded on three sides by open top 40cy containers. The fourth side is the unloading / processing area. As materials are delivered they are placed on the concrete pad for later sorting and storage. Two of the 40cy open tops are utilized to hold White Goods and Scrap Metal, the other 40cy open top holds waste that is unrecyclable. Once a 40cy container is full it is transported to a local recycling facility that accepts these materials. Electronics / E-Waste Electronics are collected in conjunction with White Goods / Scrap Metal. As previously mentioned E-Waste is placed on the elevated concrete pad and stored until it is separated. Upon separation all E-Waste is placed in a 40 cy open top box which is located beside the concrete pad on top. Once the box is full it is transported to a local Vendor for recycling. Leggett Assistant Public Works Director Page 10 of 13 Yard Waste / Pallets A designated area (less than two acres in size) will collect what is considered “Type I” waste (generally what is defined as “yard waste”). Yard waste is defined in G.S. 130A-290 as yard trash and land clearing debris which includes stumps, limbs, leaves, grass, and untreated wood. This yard site will not process more than 6,000 cubic yards of waste and finished material per three-month period. The Yard Waste/Pallet site is approximately 400’ away from the transfer station and 625’ away from the closest property line. Also, would like to note that the designated area is located at a downgrade from the closest property line. These materials are separated and stored for future processing. Once the site reaches @ ¾ capacity, an outside contractor is hired to come in and mulch all of the material that has been collected. This operation is conducted on average about once every 10-12 months. The processed yard waste / mulch is available for pickup to all public and private individuals year-round. Processed pallets remain stockpiled until disposal methods become available. Used Motor Oil Used motor oil is collected in a tank located adjacent to the Transfer Station Facility. The oil is stored until tank nears its capacity and it is then recovered for recycling. Recycling (single stream) Recyclable materials (paper products, cardboard, plastic products, aluminum cans, steel cans, glass bottles) are collected throughout Richmond County in various methods. Located at 7 convenience sites throughout the County are collection containers for recyclables only. These containers are 40 cy enclosed recycling containers/boxes, 30 cy self-contained compactors or 20cy enclosed recycling containers. Each container is labeled “recycling only” with a list of materials to be collected. Richmond County currently operates with (8) 20 cy enclosed recycling containers, (2) 40 cy enclosed recycling containers and (2) 30 cy self- contained compactors. Upon collection of the recycled materials, the containers are brought from the convenience sites to a staging area @ 500’ from the Transfer Station Facility. Here, up to (4) boxes are stored at any given time. Richmond County also utilizes a RICHMOND COUNTY GOVERNMENT Jerry L. Austin Public Works Director Bryan K. Leggett Assistant Public Works Director Page 11 of 13 front-end loading truck to collect recyclables from various schools located throughout the county and County owned buildings. Adjacent to the Transfer Station Facility there is an (8) cy container for recycling that is also serviced by the front-end load truck. Once collection containers and the front-end truck reach full capacity the materials are dumped onto the tipping floor (separate of any other waste) and the recyclables are then loaded and transported to the MRF (Mount Gilead, NC) owned and operated by Uwharrie Environmental. 30. Fire Prevention / Accidental Fire Fire suppression equipment will be provided in the event an accidental fire may occur. In addition, arrangements have been made with the local fire department to mobilize with fire-fighting equipment should the need arise. The Transfer Station Facility will be equipped with the appropriate number of fire extinguishers to effectively control any accidental fire. The fire department on occasion may visit the transfer station facility for inspection purposes or suggested improvements. Any noted deficiency will be corrected immediately. In the event of a fire, any available equipment and non-flammable materials (i.e. soil, water) will be utilized for suppression purposes. Also, verbal notice shall be given to the Solid Waste Section within 24 hours and written notice submitted within 15 days detailing the events of the incident. Both verbal and written notification will be submitted to the contact below along with the appropriate NCDENR Fire Occurrence Notification form. Recordkeeping The scale-house is staffed and operated by full-time Richmond County personnel. The operator is responsible for weighing and prescreening vehicles as they enter and exit the premises. As vehicles are weighed, their contents are recorded by type, weight, hauler and RICHMOND COUNTY GOVERNMENT Jerry L. Austin Public Works Director Bryan K. Leggett Assistant Public Works Director Page 12 of 13 origin in the Wasteworks software system operated by the attendant. Load inspection report forms along with startup and shutdown checklist forms are completed daily by the Transfer Station Attendant and kept on record in the Transfer Station Facility office. Operators of the Transfer Station facility are required to be a Certified Transfer Station Operations Specialist. This certification is obtained by attending and passing a NCDENR approved class. (i.e. SWANA) Documentation of certified individuals, a copy of the Transfer Station permit, operational plan and site drawings are all available at the scale-house location. 32. Contingency Plan All equipment will be maintained on a regular basis to ensure proper working conditions. There is a sufficient inventory of equipment maintained and readily available should any breakdown occur. Should multiple breakdowns occur simultaneously, backup equipment may be obtained from other facilities owned by operator or acquired through a local rental agency. In the event of an emergency, the local Emergency Services department will be notified. The primary contact personnel are Ms. Donna Wright and her office # is 910-997-8238 and cell # is 910-331-5004. Secondary contact is Mr. Bob Smith, 910-997-8238 (office) and 910-417-4946 (cell). Also, Richmond County 911 services number is 910-997-8355. Should any incident involve Hazardous Materials, the nearest Hazmat response team will be notified by either Donna or Bob. In addition, NCDENR representative Mr. Dennis Shackelford will be contacted at 919-433-3349. An emergency response plan shall be readily available. The plan shall list contact information for local fire department, hospital and law enforcement agencies. Additional contact information shall include number for the nearest Emergency Response Center, ATF (explosives related), and Hazmat respondents. Due to frequent updates to emergency contact personnel, this plan is maintained separately from the Transfer Station Operations Plan. Transfer Station Operators will all be trained to recognize unauthorized / unacceptable waste. Any suspicious loads will be inspected visually prior to unloading on the tipping floor. If unauthorized waste is observed, that particular vehicle will be RICHMOND COUNTY GOVERNMENT Jerry L. Austin Public Works Director Bryan K. Leggett Assistant Public Works Director Page 13 of 13 prohibited from disposing of any waste and shall be directed out of the facility. Any unacceptable waste that is dumped on the tipping floor will be immediately contained and segregated from other waste in the disposal area. The materials shall then be reloaded and removed from the site for proper disposal elsewhere. Should any waste be suspected as a regulated hazardous waste, it will be managed in accordance with all applicable federal, state and local regulations. The operator in charge will contact the proper authorities to notify receipt of such material. Any information with relation to the hauler such as truck identification, type of waste, license tag #, etc. shall be collected for verification purposes. Spilled materials will not be allowed to escape from the tipping floor and will be contained utilizing loading equipment and any other means necessary (absorbent materials, soil). In the event that a spill occurs, immediate action shall be taken to contain and prevent any spreading to other areas. Traffic patterns at this facility have never been an issue. Due to the limited amount of waste received at this facility (@ 125-140 tons daily) and the long entry road leading to the scale-house there is more than enough distance for waste delivery vehicles to enter and exit in a safe and efficient manner. The scale-house operator and transfer station operator are responsible for the daily management of traffic flow throughout the site. If traffic volume increases, additional site personnel and traffic control devices will be utilized to ease any congestion. In the event of any long-term power outages, generators will be utilized whenever and wherever needed to assist in maintaining continuous transfer station operations. This includes but is not limited to transfer station operational needs and any leachate systems needs to include pumping out containment tanks as required. If the occurrence is declared some natural disaster, additional equipment and personnel may be provided from other facilities owned by the operator to assist in any required activities.
