The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The facility is open to accept waste from 8:00 am until 5:00 pm Monday through Friday and 8:00 am until 12:00 pm on Saturday. The facility is normally closed on Sunday and select County holidays. Personnel are onsite during operating hours. 4. The following are facility certified personnel: a. Kim Hill, Manager of Landfill Operations(MOLO), expires 10/12/2020 b. Anthony Morris, Certified Transfer Station Operations Specialist, expires 8/26/2023 c. Wayne Smith, Certified Transfer Station Operations Specialist, expires 3/23/2023 5. Random inspections are being performed and recorded. 6. The waste type being accepted into the transfer facility was MSW. No unapproved waste was observed. 7. The access road is being maintained for all-weather use. 8. The tipping floor is cleaned daily and routinely sanitized. 9. The siding of the structure has been damaged in multiple places and at the top of the push wall. This is allowing waste to exit the structure and tipping floor. This was discussed with County staff. Be sure to remove all waste that exits at these openings. 10. The leachate collection system was reviewed and is operating properly at this time. Leachate is discharged to the City of Kinston sanitary sewer. 11. Fire extinguishers available for fire control. 12. The windblown waste is being managed well. 13. Per 15A NCAC 13B .0105 (c) Vehicles or containers used for the collection of solid waste, and transportation by whatever means, including highway, rail, and navigable waterway, shall be constructed, operated, and maintained to be leak resistant in order to prevent the creation of a nuisance to public health from the escape of solid, semi-solid, or liquid waste. In order to meet the requirement to be leak resistant, the owner and/or operator of the vehicle or container shall adhere to the following standards: (3) The vehicle or container shall be equipped with seals, gaskets, or other devices pursuant to manufacturer specifications in order to prevent the escape of liquids. Such seals, gaskets, and other devices shall be maintained and replaced pursuant to manufacturer specifications. (4) The vehicle or container body, waste holding area, and hopper, if so equipped, shall be free of holes, cracks, rusting, corrosion, or other evidence of damage or weakness that may allow the escape of solid, semi-solid, or liquid waste. (6) The vehicle or container shall be loaded, transported, operated, and maintained to prevent the escape of solid, semi-solid, or liquid waste to the environment. (7) The vehicle or container shall be serviced, repaired, and cleaned to maintain sanitary conditions, to preserve the integrity of the door seal, to prevent the accumulation of mechanical fluids, dirt, and filth on the vehicle's exterior, and to prevent contamination of the environment by fluids. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 4 14. Leaking was observed from transfer trailers with tag #2498155 (truck #148) during inspection. This trailer cannot be put back into service until it is fixed. GB Bowen is current subcontractor Republic Services of North Carolina, LLC uses to operate transfer trailers and perform all transfer trailer loading at Lenoir County Transfer Station. Within 15 days of receipt of this inspection all transfer trailers need to be inspected to ensure they are leak resistance and all items noted in this inspection have been addressed. 15.
