DPW originally contacted the Section for DEMO closure in November 2016. PURPOSE OF SITE VISIT: Compliance Inspection – Complete Closure of Transfer Station STATUS OF PAST NOTED VIOLATIONS: NA FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 OBSERVED VIOLATIONS: None ADDITIONAL COMMENTS 1. The purpose of the inspection was introducing new Solid Waste staff and Fort Bragg staff as well as inspect the Transfer station for permanent closure. 2. The tipping floor was clean and unbroken. Behind the composting apparatus was also clean and orderly. Good Job. 3. Drains were clean, unobstructed and cleaned out. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Leachate tank pumped twice a month and emptied before big storms. 8/6/2020 and 8/20/2020 leachate system pumping records were reviewed and done by Providence Environmental. 5. Loading bay was being used as storage for empty 55 gallon barrels and some plywood. Drums were reportedly received from the Ft. Bragg Fire Department to be recycled. Removing and disposing of properly was discussed to not allow any potential leaking from barrels to contaminate any of the surrounding area or into the leachate collection system for the transfer station. 6. Walls were clean and in good shape. 7. Copper wire being stored just outside entrance for stripping later. 8. Ft. Bragg staff plan to store equipment and other supplies here moving forward. The Section considers this FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 4 transfer station closed as of this inspection.
