The purpose of the inspection was introducing new Solid Waste staff and Fort Bragg staff as well as inspect the closed MSWLF. 2. The North Sediment Basin has been cleaned out. Good job. 3. Some small erosion rills were visible in some areas on South and some slight settling on the North, roads running West to East. All sedimentation and erosion control measures must be implemented and maintained as specified in the approved plan. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Settled areas should be filled, regraded to meet the slope requirements of the closure plan and seeded as conditions allow. 5. The cap of the landfill should be mowed so, that the landfill may be properly inspected by Bragg and Section staff. Mowing should be done during optimal conditions to avoid damage to the cap system. 6. Monitoring wells should be accessible by vehicle. Please mow and repair access roads as necessary so that the MW’s are accessible during the follow up inspection. MWs should be properly locked, tagged and undamaged. 5LMW-11r and STL 1468 MW’s were visible near entrance on way out. They were locked and had ID tags.
