(Golder) is submitting this letter report summarizing well installation and decommissioning activities by completed by Golder in June 2020 and August 2020 at the Moore County Landfill in Aberdeen, Moore County, North Carolina (NC). The piezometers, gas probes, and monitoring wells were installed and/or decommissioned in accordance with Title 15A of the North Carolina Administrative Code (NCAC), Subchapter 2C Section .0100 (the NC Well Construction Standards) and the facility's approved solid waste permit (NC SWP# 63-01). DECOMMISSIONING OF PIEZOMETERS, MONITORING WELLS, AND GAS PROBES Between June 22, 2020 and June 24, 2020, Golder personnel, under the direction of a NC licensed geologist (i.e, Benjamin Draper), provided oversight for the decommissioning of three piezometers (PZ-1, PZ-2 and PZ-3), four groundwater monitoring wells (MW-11 S, MW-11 D, MW-13S and MW-13D) and three landfill gas probes (GP-13, GP-14 and GP-15) in accordance with Title 15A of the North Carolina Administrative Code (NCAC) 2C .0113(b). These locations were decommissioned as part of the anticipated construction of the lateral landfill expansion (i.e., Cell VI) and as approved by NC DEQ in the Water Quality and Landfill Gas Monitoring Plans (Golder, 2019). To perform the installation and decommissioning activities, Golder procured Geologic Exploration, Inc. (GEX) of Statesville, NC, a NC certified well drilling company. The drilling equipment was steam -cleaned prior to use and between boreholes. Because these well locations were within the future was footprint, each location was over -drilled to remove the well materials prior to abandonment. Over -drilling was completed via the use of 6 5/8-inch inner diameter (ID) hollow stem augers (HSAs). Following the completion of over -drilling, each boring was back -filled with neat cement grout from the bottom of the borehole to the top of proposed base grades (as shown on the table below) via tremie pipe. The remaining annulus was backfilled with soil cuttings to the surface. Golder and the G logo are trademarks of Golder Associates Corporation. golder.com Ms. Jaclynne Drummond, Hydrogeologist Project No. 19133605 North Carolina Department of Environmental Quality September 14, 2020 Additionally, on August 6, 2020, a Golder NC licensed geologist provided oversight of Parratt Wolff, Inc. of Hillsborough, NC, a certified NC well drilling company, during the decommissioning of gas probe GP-10 in accordance with NCAC 2C 0113(b) and the approved Landfill Gas Monitoring Plan (Golder, 2019). This gas probe was located outside of any future permitted waste unit and was grouted to the surface following removal of the well completion and casing material. Copies of the well abandonment records (Form GW-30 Rev. 5/06) for the decommissioned piezometers are included as Attachment A. The following table summarizes details associated with the decommissioning procedures. Grout was not utilized at these locations as the depth to bottom (of the gas probe) was above the depth to groundwater and the gas probe was located within an area which was to be removed (i.e., cut) during Cell VI construction. Following over drilling the borehole was backfilled with cuttings. 2. BGS = below ground surface MONITORING WELL INSTALLATIONS Between June 24, 2020 and June 26, 2020, Golder personnel, under the direction of a NC licensed geologist, provided oversight for the installation of three groundwater monitoring wells (MW-13SR, MW-13DR, and MW-19) and two gas probes (GP-1ORand GP-19). Wells MW-13SR and MW-13DR as well as GP-1 OR and GP-19 were installed as replacement wells for Cell 6 monitoring, and MW-19 was installed as a nature and extent assessment well downgradient of MW-18. 4GOLDER Ms. Jaclynne Drummond, Hydrogeologist Project No. 19133605 North Carolina Department of Environmental Quality September 14, 2020 The monitoring wells were drilled and installed by GEX using a Deidrich D-50 Turbo drilling rig with 4 5/8-inch ID HSAs and a 4-inch outer diameter (OD) downhole hammer. The drilling equipment was steam -cleaned prior to use and between boreholes. The monitoring wells were constructed of 2-inch schedule 40 PVC riser pipe and up to 10 feet of 0.010-inch slotted pre -packed screens. Concrete aprons, lockable aluminum protective casings were installed at each monitoring well location. Boring and well construction logs for the groundwater monitoring probes and the Well Construction Records (Form GW 1 B Rev. 2/09) are included in Attachment B. A summary of monitoring well construction information is provided as Table 2. A sealed survey summary table is provided as Attachment C. WELL DEVELOPMENT On September 1, 2020, Golder personnel, under the direction of a NC licensed geologist (i.e., Benjamin Draper), performed well development on the three newly installed monitoring wells: MW-13SR, MW-13DR, and MW-19. Well development was performed using a submersible pump system until field parameters stabilized and the well discharge was relatively sediment free. Approximately 20 well volumes were removed from MW-13SR, 9 well volumes from MW-13DR, and 49 well volumes from MW-19 during the well development process.
