Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday through Saturday from 7:30 am until 4:30 pm, with the exception of Wednesday 7:30 am until 12:00 pm. The gate was open but site staff were gone for the day. 4. Records were not reviewed during this inspection. 5. The facility is permitted to receive C&D waste generated in Harnett County. 6. The working face was approaching the '/2 acre size limit. Six (6) inches of earthen material should be properly applied once weekly or when the working face reaches '/2 acre. 7. The waste type observed at the time of this inspection was primarily construction and demolition waste. Two (2) lawnmower tires were observed within the waste. The tires must be removed and properly disposed of. 8. 15A NCAC 13B .0542(k)(2) states that: "Adequate sediment control measures consisting of vegetative cover, materials, structures or devices must be utilized to prevent excessive on -site erosion of the C&DLF facility or unit" Drainage ditches on south side of landfill are full of sediment and need cleaning. 9. Southern side slopes need mowing and trees and woody vegetation need to be removed. 10. Areas of thick mulch were identified along the northern side slopes. Mulch should not be applied more than 4-6 inches for slope stabilization. Thick mulch can impede grass growth. The thick mulch should be mixed with soil to promote vegetative growth and stabilization of the side slopes. Dark, tannic water was observed in the drainage ditch in this area and should be investigated to ensure there are no seeps. 11. Windblown waste was observed within the grassy area near the entrance to the C&D landfill. The windblown waste should be collected and returned to the working face prior to the close of business daily. 12. Water was observed ponding in small amounts on the top of the landfill. Surface water must be diverted from all operational and storage areas to prevent standing water in operational areas. 13. The edge of waste markers were not visible one to the next due to the height of the grasses observed on the slopes of the landfill. Please mow the vegetation on the landfill. 14. The yard waste area appears to be approaching the size limit. The yard waste stockpiles are to be no higher that 15 feet and a maximum of 50 feet wide. Please ensure the yard waste stockpile sizes are met. 15. A perimeter road has been established around the entire footprint of the landfill. Ensure that road is properly maintained. 16. A temporary groundwater monitoring well was found to be open, with no locking well cap near the southwestern corner of the C&D landfill. All non -water supply wells, including temporary wells, must be secured with a locking well cap to ensure against unauthorized access and use. 17. Digital pictures were taken during the inspection.
