Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility consists of a transfer facility, convenience area for recyclables, tires, cardboard, metal, construction and demolition debris, brush, rigid plastic, white goods, batteries, antifreeze, used oil and electronics. 2. The required signage is posted at the entrance of the facility to prevent unauthorized access. 3. The facility if secured by an automatic gate at the entrance of the facility. 4. The facility is permitted to receive solid waste generated from within Iredell County. 5. All waste is taken to the Iredell County MSWLF (Permit # 49-03). 6. No unacceptable waste streams were observed. 7. The tipping floor was resurfaced in April and a curb was installed along the entrance to prevent leachate leaving the building. The new floor was also constructed to slope towards the lower loading bay. Several metal plates and deflectors were installed/replaced on the push walls. The floors and walls of the transfer station are washed daily. The wastewater is collected by drains in the lower loading bay. Entrance to transfer station showing new curb and new floor. A slight amount of windblown waste was observed in the roadway to the lower loading bay area. Windblown observed appeared to be no more than that is generated from daily activities. Waste observed appeared to be no more than that is generated from daily activities. At the end of each working day the loading bay is washed down and all trash is picked up. 11. Leachate was observed standing in the loading bay and was pointed out to facility staff. Mr. Shinn stated facility staff would make sure the drain is clear of debris and flowing correctly. 12. The drains from the loading bay area flow into an oil -water separator. The grit chamber and oil -water separator were last pumped on May 5, 2020 by Universal Environmental Services, LLC. 13. Leachate is discharged into the Town of Mooresville Sanitary Sewer system. 14. Eight fire extinguishers are available throughout the facility and located in heavy equipment for fire suppression. 15. White goods are staged on a concrete loading dock. No white goods were staged at the time of the inspection. 16. Observed approximately 22-23 pallets of electronics. Facility staff is scheduling Powerhouse in Salisbury to pick- up the electronics. An average of 199.74 tons of municipal solid waste is received at the facility each operating day. The facility received 63,029.81 tons and transferred 54,004.96 tons of waste for FY 2019-2020. 18. Waste screening records are performed three per week and any unacceptable waste observed was noted on the waste screening forms along with actions taken to dispose of those waste. 19.
