NOTIFICATION: ACTION LEAKAGE RATE (ALR) EXCEEDANCE

Dear Mr. Chao: 

Waste Management of Carolinas, Inc (WM) respectfully submits this Notification of Action Leakage 
Rate Exceedance per the Response Action Plan (RAP) in the approved Operations Plan (FID 1356999).  
On 7/20/2020, Cell/Sump 3 secondary indicated a leakage rate of 535.72 (gallons per acre per day). 
The facility immediately began following the RAP and an investigation was performed.  The cause of 
the leakage rate exceedance was determined to be stormwater infiltration at the exposed edge of the 
secondary liner (between Cell 3A and Cell 3B, currently under construction).   

As required, the facility began daily Leachate Detection System (LDS) flow recordings.  None of the 
daily measured LDS flow rates exceeded the Action Leakage Rate (ALR) within 14 days of initial 
identification of ALR exceedance (7/20/20 through 8/3/20).  The ALR for Cell 3 is 136 gallons per acre 
per day.  As per the provision in the approve RAP, the facility will resume monthly LDS flow 
averaging.  Please find the below tabular data of the LDS readings for the 14‐day period:

Please find the attached Notification of Action Leakage Rate Exceedance per our approved
Operations Plan (FID 1356999).

In summary, an Action Leakage Rate (ALR) exceedance was observed and the cause was determined
to be stormwater infiltration at the exposed edge of the secondary liner (between Cell 3A and Cell
3B, currently under construction). The Great Oak landfill has followed the approved Response
Action Plan (performing daily leachate detection readings for 14 days and providing this
notification). As the ALR was not exceeded during the required daily monitoring period, the facility
will be resuming monthly LDS flow averaging.
