PURPOSE SUMMIT prepared this Addendum to the March 26, 2019 Closure Report at the request of North Carolina Department of Environmental Quality (NCDEQ) Solid Waste section. This work was conducted to characterize soils excavated and spread on-site as part of the closure of the former Thomas Road Demolition Landfill (aka S. S. Giles Landfill &Blythe Industries Landfill). Previous assessments identified Arsenic and Total Chromium detections of soils spread on-site at concentrations exceeding unrestricted use. Therefore, additional characterization of this material was required by NCDEQ. 1.2. SITE DESCRIPTION The subject site is approximately 38.3 acers in area and is consists of Mecklenburg County Tax Parcels 21703155 and 21703102. According to records, the property contained an inactive former demolition landfill. File review information obtained from the Mecklenburg County Environmental Health Department Groundwater and Wastewater Services revealed that the S.S. Giles Landfill is located at 14816 Thomas Road, the address of the former on-site residence. This landfill was operated as a demolition landfill by Blythe Industries from January 8, 1985 to December 23, 1987. According to additional documentation from the file review, the property is on the Mecklenburg County Priority List (MPL), and as a requirement at MPL sites, the County sampled four (4) water supply wells in the vicinity of the landfill in February 2003. No contaminants were detected in the nearby water supply wells. Subsequent Environmental and Geotechnical Assessments of the sites potential dump areas only encountered surface debris consisting of inert material (concrete, brick, metal). Century Communities retained SUMMIT to monitor the development of the property and provide guidance on disposal options for potential wastes if encountered. Thomas Road/S.S. ASSESSMENT HISTORY The following assessment reports have been completed for the subject site: Report: Completed By: Date: Phase I ESA ATC December 2016 Geotechnical Engineering Evaluation ATC December 2016 Limited Phase II ESA SUMMIT July 2018 Subsurface Geotechnical Investigation SUMMIT July 2018 Refraction Microtremor Testing SUMMIT July 2018 Phase I ESA SUMMIT July 2018 Hand Auger Borings SUMMIT August 2018 Closure Report SUMMIT March 2019 The subject site has been investigated by completion of test pits, mechanical soil borings, hand auger soil borings, remote sensing technology (ReMi) and temporary monitoring wells. The December 2016 geotechnical report completed by ATC documented the presence of fill materials consisting of landscaping debris and organic laden fill soils. This material was encountered in the western portion of the property within a natural topographic draw. This material was excavated and spread along the western side slope of the stormwater detention pond detailed in Figure 3 of this report. No other buried debris or buried waste materials were encountered during the completion of the geotechnical investigations. Groundwater sampling conducted in July 2018 did not document groundwater impacts at the site. Water supply well sampling conducted by Mecklenburg County of surrounding water wells did not identify groundwater impacts. Composite sampling conducted in the landscape debris area following the removal of the material did not document VOC or SVOC impacts. Arsenic and Chromium were reported at concentrations above unrestricted use (Residential PSRGs). Based on a review of these detections, our review of previous assessments and SUMMITs experience, those concentrations were believed to be consistent with naturally occurring background concentrations. SOIL SAMPLING OVERVIEW Soil samples were collected utilizing IHSB and US EPA Field Branches Quality System and Technical Procedures for composite sampling methodology whereby sub-samples are collected from the composite sampling zones and combined for analysis. At each composite sample zone, soils were collected utilizing a decontaminated stainless-steel hand auger. Equal amounts of soil from the surficial soil intervals from each sub-sample location were collected and mixed with the remaining sub-sample locations prior to collection in the laboratory vials and jars for SVOC, RCRA Metals and Hexavalent Chromium. An additional location in the composite sampling zone was collected as a grab sample and placed in the laboratory vials and jars for VOC analysis. Two (2) composite soil samples (TR-1 & TR-2) were collected from the side slope of the stormwater pond intending to analyze the waste material/soils deposited on the slope during development of the property. One (1) background composite soil sample was collected from the adjacent land area for comparison. 2.2. SAMPLING EVENT This sampling event was conducted on September 27, 2019 in connection to the material excavated and placed on the side slope of the stormwater pond. This material consisted of buried landscape debris and organic laden soils found buried in the western portion of the site. Sampling was conducted by Patrick Lowery of SUMMIT. A copy of the field reports can be viewed in Appendix III of this report. 2.3. SAMPLE LOCATION The landscape debris/waste material was spread along the western side slope of the stormwater pond, noted as BMP Basin R1. For this sampling event, the area of waste material placement was divided into 2 zones for composite sampling. Four (4) sub-samples were collected from the 0-1 ft interval of each zone and mixed for composite sampling in accordance with IHSB guidance. A grab sample was additionally collected for VOC analysis from each zone. The two (2) samples collected from these Thomas Road/S.S. Additionally, one (1) background composite soil sample and grab VOC sample were collected as BG- 1 as detailed on the attached sampling location map. 2.4. SAMPLE RESULTS Three (3) soil samples were collected and submitted to Shealy Environmental Services, Inc for analysis of VOCs by EPA Method 8260, SVOCs by EPA Method 8260, RCRA Metals by EPA Method 6010/6020 and Hexavalent Chromium by EPA Method 7199 on October 2, 2019. A summary of laboratory detections and comparisons to IHSB PSRGs for Unrestricted Use (Residential) can be found on Table 1.0 in Appendix II of this report. The following summarizes the soil sample detections: • No VOC detections were reported for samples TR-1 and TR-2. Low concentrations of Acetone, 2-Butanone, Methyl Acetate and Toluene were reported in the background samples BG-1. No detection exceeded the IHSB PSRGs or Protection of Groundwater values. • Estimated concentrations (J-Values) of Pyrene and Fluoranthene were reported in TR-2 and BG-1 respectively. No detection exceeded the IHSB PSRGs or Protection of Groundwater values. • Arsenic was detected above the IHSB PSRGs for unrestricted use soils in all submitted samples. Concentrations ranged from 1.0 – 2.3 mg/kg in the three samples. The background sample collected from the site indicates that the concentrations reported in TR-1 and TR-2 are consistent with naturally occurring background concentrations. • Hexavalent Chromium was not reported in submitted samples. Therefore, SUMMIT concludes that the reported Total Chromium concentrations represent Trivalent Chromium and do not exceed the IHSB PSRGs or Protection of Groundwater values. Thomas Road/S.S. LABORATORY DATA EVALUATION All samples collected were relinquished to a NC certified laboratory for analysis. Composite soil samples were analyzed for Semi-Volatile Organic Compounds by EPA method 8270, RCRA Metals by EPA method 6010 and Hexavalent Chromium by EPA method 7199. Grab samples were analyzed for Volatile Organic Compounds by EPA method 8260. The laboratory completed validation and verification of laboratory processes and data, and delivered a laboratory report to SUMMIT. The laboratory report and the QC information provide documentation of compliance with the industry standards. In reviewing the laboratory results, several analytes are reported as detections with “J” data qualifiers, indicating the reported value is an estimate reported within the 95% confidence interval. These compounds were detected above the MDL, but below the RDL. The MDL is the lowest concentration at which an analyte can be detected in a sample by the particular laboratory method used. “Detected” indicates that the analyte can be distinguished from the blank with reasonable certainty. The RDL (also called practical quantitation limit, or PQL) is approximately five times the MDL or the lower calibration standard, whichever is higher. Results above the report limit can be distinguished from the blank and fall within applicable standard curves. For the purposes of this assessment, all “J” qualified data are considered acceptable for making site management decisions. Thomas Road/S.S. The buried landscape debris consisted of stumps, limbs and organic fill soils. This material was localized to a topographic draw that was filled with the landscape debris ranging from 3 to 7 feet in placement depths. This material was excavated and spread on the western side slope of the constructed BMP Basin R1 (see Figure 3). Confirmation soil sampling was conducted following the removal of the landscape debris. Arsenic and Chromium (total) were reported at concentrations above the IHSB-PSRGs for residential soils. At the request of NCDEQ Solid Waste Division, SUMMIT collected two (2) composite samples of the material spread on the western side slope of the stormwater basin (BMP Basin R1). An additional background sample was collected from native undisturbed areas adjacent to the composite sampling zones. Low concentrations of Arsenic were reported in the soil analysis at concentrations exceeding IHSB PSRG for unrestricted/residential use. The background sample collected from the site indicates that the concentrations reported in TR-1 and TR-2 are consistent with naturally occurring background concentrations and therefore do not represent environmental impacts. No other detections were reported at concentrations exceeding their respective IHSB PSRGs or Protection of Groundwater values. No other debris or waste materials were encountered in site grading. Furthermore, no other buried debris or buried waste materials were identified in previous geotechnical and environmental assessments. SUMMIT concludes that the landscaping debris and organic laden fill soils that were excavated and spread on the western side slope of onsite BMP Basin R1 do not exceed unrestricted/residential use. Background arsenic concentrations indicate that reported arsenic detections are within naturally occurring background concentrations for piedmont soils. Thomas Road/S.S.
